ICANN has been an Internet pillar for decades. In today's political climate, it is sad to see more backroom closed-door deals by big tech. This $20-million deal with no details on how monies will be appropriated by an organization that control over 40% of internet domains...something does not smell right here. This feels like anti-trust/monopoly behavior given the large percentage of the internet affected by this deal.

I am *very concerned *about the new proposals concerning the relationship between ICANN and Verisign, announced on 3rd January. Of most concern is the *autocratic approach *being taken. It appears that, once again, *ICANN is ignoring market feedback*, as it in mid-2019. Furthermore, as I understand it, these new changes have been *proposed in secret*, without any consultation with the ICANN community and Internet users. ICANN's mission should be *to best serve the needs of its customers* - and that can only be achieved* via consultations and actions based feedback*. Also, the idea of *Verisign becoming a domain registrar*, either directly or indirectly is *shockingly wrong*. That this concession by ICANN is accompanied by an additional *$20 million funding from Versign* over five years - with no clearly identified purpose for the funds - as far as I am aware - raises all sorts of *nefarious possibilities*. Whatever the reality, at the very least, *the optics look damned awful*. *PLEASE be more open and listen to the ICANN community!* *We have no alternatives*, so it is absolutely essential that you *listen, listen, listen* - and act accordingly. Dear Madam, or Sir, I am concerned about this amendment to the Registry Agreement because it will affect, not just me, buy any individual who would like their own domain name. I am 100% sure that no corporation will object to the 28% cost increase every six years as they earn money off their domain name and paying almost any amount would be acceptible to them. However, there are a great deal of small businesses that would see this as a burden as well as individual users out there that have purchased their own domain name and are using it for personal use, not commercial use. Several of us have multiple domain names, if for no other reason than to protect our own names from being used to run a website. I personally have about 6 that I use to protect myself and my family while also allowing my children to be able to have a domain name that is exclusively theirs. 20 year Cost analysis: $ 7.85 / year 2018 $10.29 / year 2023 (31% increase over 2018) $13.49 / year 2029 (72% increase over 2018) $17.68 / year 2035 (125% increase over 2018) $23.17 / year 2041 (195% increase over 2018) I am aware that the 7% is a maximum per year for each of the four years and, theoretically, there could be no increase or a sub 7% increase some years, however, I have little faith on this being the norm and, most certainly, CANNOT plan on it being any less than the full 7% in any fiscal plans made. I understand it would be extremely difficult for you to create a regulation that would charge businesses more and individuals less, however, that may be what is required at this time. This would leave a loophole for businesses to have an individual register their domain name, however, no corporation of any size will be willing to leave their domain names in private hands. This would also allow fledgling businesses (aka startups) to keep their costs low at first. Remember, many businesses have been started in individual's garages. You may also assume that all ".com" domain names are used for, or are supposed to be used for commercial purposes, however, this is not the case today. If this had been defined and enforced from the beginning of the internet, this would be a non-issue, however, to start enforcing it today would cause many many individuals to lose their domains. Yes, there are other top level domains they can move to, however, that doesn't alleviate the fact that they would be losing an asset they had invested much time, money, and resources acquiring. Please keep the annual fee very low or consider a more flexible charging system for the .COM top level domain that will keep it accessible to individuals and small businesses. Dear Sirs, I am concerned to learn that yourselves and Verisign are contemplating the signing of an agreement that will result in substantially higher fees for .com domains. It seems that you did a similar thing with regard to .org, .info and .biz domains, and without any proper form of consultation. Is it true that you have agreed with Verisign for the wholesale price of .com domain names to increase by 7% each year from 2020 to 2023? And then again, by a similar percentage each year from 2026 to 2029? Will you really be receiving an extra $20 million over the next five years to "support your initiatives regarding the security and stability of the domain name system"? Where is this money coming from, exactly, and what is it to be spent on? Should not any price increases over the years reflect the actual increase in running costs for organisations such as yours? I'd like to give my opinion on .COM domain price increase. I own a few domains of such kind and they all are non-profit. We count each dollar on our organisation expense. I suppose, there are a lot of people like me. Hidden deals on .COM domains look like there is a purpose to ruin the free opened Internet. We already see how Internet giants ruin smaller and medium projects. Internet is not monopoly, nor are .COM domains. Please keep them open and available to everyone.

Why is ICANN making these changes in secret? It should consult and incorporate feedback from the ICANN community or Internet users. The new agreement allowing Verisign to increase the wholesale price to registrars for .COM domains every year for 8 out of the next 10 years is just greedy and unethical. The contract also allows for other price increases, which could drive prices up further, ultimately making .COM domains less accessible and more expensive for everybody. With regard to Verisign agreeing to pay ICANN an additional $20 million dollars over five years to support ICANN's domain name system initiatives, there should be clarity about how ICANN will spend the money, or who will ensure that the funds are properly spent on domain infrastructure.. I understand that .COM wholesale domain prices could grow by more than 70% over and above current prices over the next decade. The whole world uses .com domains, including our own business and many businesses that we support. I can see no justification for an increase on this scale. It would appear to be a stitch up between yourselves and Verisign to enrich both organisations, no doubt to pay even higher executive salaries. Hi to whom it may concern I am a bit unhappy to hear that you have done a deal with Verisign to increase .com domains The security system is already awash with complicated overcharging and this can only make matters worse. You should be concentrating on working a security solution with governments who have a vested interest in our safety These companies are only out to take market share and make more money almost any Tom Dick or Harry can become an authorised security certificate provider all with the same money making interests that includes Verisign and will not improve anything other than your bank balances at a cost to the small website owner whom are already swamped with IT issues and struggles to run a legitimate business . The recent upgrades made by google Microsoft and safari etc caused my legitimate website to be taken down which had purchased certificates. I am sick of this behind closed doors attitude to SCREW the small business mans interest by clowns who do not have a clue how difficult all this is as they are part of the big IT picture and get paid MORE to cause problems. My website should be mine and I should be able to purchase it outright also the security certificates should be linked to a licenced government register of IT businesses, nobody should be able to redirect or close my site down without government agreement. As a business man of 40 years standing I understand the need for profit however I also understand when systems are deliberately being made complicate to screw money out of us . Last month, ICANN, the organization that oversees domain names, announced significant changes to the contract it has with Verisign, Inc. who operate the .COM top-level-domain (TLD). ICANN made these changes in secret, without consulting or incorporating feedback from the ICANN community or Internet users. Although ICANN has a history of making similar deals behind closed doors, and also of ignoring unified opposition against such action, we are focused on leading the fight against price increases that will harm our customers (and the Internet as a whole). This is a crucial time to raise our voices given that .COM domains make up 40% of all registered domain names online. What does this change mean? Wholesale registries charge Namecheap a set fee per domain name per year. According to this new agreement, Verisign will be allowed to increase the wholesale price to registrars for .COM domains every year for 8 out of the next 10 years, and the increases don’t stop there. This will mean that .COM wholesale domain prices can grow by more than 70% over and above current prices over the next decade. The contract also allows for other price increases, which could drive prices up further, ultimately making .COM domains less accessible and more expensive for everybody. Why is ICANN doing this? Alongside these contract changes, Verisign agreed to pay ICANN an additional $20 million dollars over five years to support ICANN's domain name system initiatives, without any clarity about how ICANN will spend the money, or who will ensure that the funds are properly spent on domain infrastructure. I am contacting you to object to the proposed changed to the .COM Registry Agreement. Firstly, I believe that there has been insufficient consultation on these changes. Secondly, I don't believe there has been enough transparency about the relationship with Verisign and how that affects these changes. There needs to be more clarity about how ICANN will spend the money, or who will ensure that the funds are properly spent on domain infrastructure. Thirdly, I believe these changes will drive prices up further, ultimately making .COM domains less accessible and more expensive for everybody - which flies in the face of the founding principle of the web. Hi, my name is David and I want to join the petiition against the .com domain increase. I am a small business owner Normally when these talks and agreements happen the public has little to no say. They happen behind closed doors almost like an aristocracy. Unfortunately, that leaves prices more expensive for everyone and it just never ends. The .com wholesale price could go over 70% over the next decade which can make it way harder for a consumer or a small business owner to afford domains. I know it's easy to take look at a 20M dollar check from a partnered company and get excited but please consider how this will affect everyone (not just in the usa). I know people in Mexico that can barely afford the domain prices as they are. Please consider the public opinion and needs on this matter. Dear ICANN, I'm protesting your recent changes in contract you've made in secret with Verisign, Inc. regarding the .COM top-level-dimain (TLD) that will cause huge price increases to all those who have a .COM address. These were made without consulting any of the public or those of us who have a .COM address and is completely devoid of any integrity, not to mention transparency. You are supposed to protect the public from deals such as this. You are a regulatory body, but this deal was conducted in secret. This should be illegal. Why was this 'deal' that affects millions made in secret, instead of involving the internet community? All I can think of is because you are greedy and indeed want to take advantage of a basically no regulated industry. I for one will work to try to stop the price increases that be will indeed implemented because of your secret deal, and contact will those responsible to oppose this and look into this much closer and expose your actions. Giving one company the power to dictate the price for a vast number of people is unjust. To whom it may concern, It is becoming increasingly troubling that ICANN continues to make and allow changes to core TLDs like .com and .org which do not appear to be in the best interests of either consumers or operators. Both TLDs are bedrocks of the current domain infrastructure and changes to them, that will drive prices up, will only serve to weaken their position--and end up decreasing their worth to operators who have invested time and effort into making sure that their web properties are well presented. I understand the delicate that ICANN may find itself in due to monetary pressures, but perhaps it will be time for us to begin supporting government intervention in this arena. It would be a shame to ruin the independence that currently exists, but perhaps that will be the only way to ensure protections from price increases for domain owners. Dear ICANN Board of Directors, Thank you for your continued service and work to support a free and open internet. ICANN is a large part of why the internet is today a massive engine for global commerce and information sharing, which has helped to lift millions out of poverty. The role of the BoD at ICANN shares in the responsibility for this great achievement. I'm writing to you today to share my thoughts on the proposed Amendment 3 of the .COM Registry Agreement which will directly affect the continued success of ICANN and the internet as an engine of global growth. In short, I am concerned about the magnitude of the price increases allowed to Verisign as well as the conflicts of interest that will arrive when Verisign is allowed to operate as a Registrar. I hope that you will take time from your busy schedules to consider my comment. I am roughly the same age as the public internet. I've seen it grow from a novelty piggybacking on traditional media (remember AOL discs?) to the dominant mode of information-sharing and communication in the world today. In the same time period, untold amounts of wealth have been created by some of the most unlikely people thanks to free or low-cost access to the internet and associated tools to create a website on it. As a personal user of the internet, I enjoy the immense amount of websites and information created by passionate users of the internet. These are all available to me for free thanks to the ease and low-cost of registering an internet domain name. I also operate a few websites, one of which is primarily internet-based and aimed at revenue generation. As a person with a start-up internet business, the low cost of registering and maintaining a .COM domain has been a key factor in my pursuit of this business. It is not unreasonable for Verisign to increase prices as their ongoing operating costs may change. However, their role in the .COM infrastructure does not in my opinion warrant the increases in the Proposed Amendment 3. These price increases are in fact likely to have an extremely deleterious effect and could very likely lead to static or decreased revenue for Verisign: if the price increases in the amendment are implemented .COM registrations will drop precipitously. Not only will this potentially affect Verisign, but the industry of registrars and companies who provide value-added services would see a major drop. I urge you to also consider the implications for global development; many low- and middle-income countries are projected to "come online" within the next 10 years. With the centrality of ICT to the development plans of the UN SDGs and these countries, actions like major price increases could delay the development of ICT industries across the globe. As a second point, I would like the BoD to consider the conflict of interest in allowing Verisign to operate as a registrar. Without proper constraints and auditing, what is to prevent Verisign from acting in a way that is contrary to the best interests of a vibrant and diverse internet registration and service economy? Enabling Verisign to operate as a monopoly not only violates the founding principles of the internet, but would likely lead to legal challenges from various countries. Finally, I would urge the board to take seriously the comments from people like me. We are highly engaged in the daily operation of the internet as a platform for global communication and trade and want to see the internet continue to grow. I think that many of us think that some level of price increases are reasonable, but what is currently proposed is excessive. We also want to engage constructively with ICANN and other stakeholders in this process. We hope to see transparency from Verisign, ICANN, and others in the negotiations as well as the compensation for changes in the structure of the internet. Thank you for your time and consideration. Hello, Am against any price increase for .COM domains. For the following reasons; First, the proposed changes are repressive and oppressive especially coming in an era where internet has become a driving force for the next industrial revolution. All stakeholders should first and foremost be consulted including us and our opinions taken into consideration. We all thought and are of the opinion that .COM domain prices should remain relatively available and cheap as this makes it more competitive. Comparing it with .NET and .ORG, these TLDs are very competitive and are used by great brands including me. Increasing the price of one will force the prices of the others to go up and this will make it more expensive to invest in internet by users and the public. As a developer and operating an IT company dealing with hosting, domains etc, this will hurt and affect our business negatively. It’s better and has always worked when there’s bulk selling rather than just making a few sales with expensive prices. Since your target market is business, give them and us the opportunity to keep our expenses low. Raising the price will not only increase our expenses but will adversely affect the buying of .COM domains and in turn the money you are seeking to raise will be NOT be found. People will seek alternatives and will definitely leave .COM to those who can afford which will not have served your purpose and vision for both ICANN and Verisign. Stop harming the internet both us and the users. We kindly ask you to forego the agreement and let the internet and .COM remain accessible and easier for all of us. Am sure, ICANN can raise that money through other means including donors and voluntary contributions rather than targeting THE MOST IMPORTANT AND USED .COM DOMAIN. Thank you for the opportunity to provide comments to the proposed amendment to the .COM registry agreement. I am the registrant of a few .COM domains and I provide consultancy on the online services and software space. Considering the origin of the price increases that have made their way into many registry agreements, I'm opposing any potential price increases, especially for .COM. The increases were originally allowed due an out of court settlement between ICANN and Verisign, that was decided without any community input and should have been time limited. Being quite technical myself, I do not see any obvious reason for the cost to run the registry and the DNS servers to increase. Technology gets cheaper in scale and the number of registrations is still increasing. Many other potential operators have made credible statements(and bids) that show that the registry can be run at a lower price. Thus, the rate should remain fixed at $7.85, or even be lowered. As a public company, Verisign's biggest obligation is to their shareholders, which means they need to increase their profit as much as possible. This does not align with the interest of the community and stakeholders in the ICANN process. ICANN's goal is to keep the internet technically stable, this is not done by granting arbitrary price increases.

The current rate of $7.85 is already far more than justified. Verisign is merely your manager of the .COM Registry – it has no business dictating the price. Dear Team, As an internet user and .com owner, I am deeply disturbed by this proposal. The fact that ICANN will enter into an arrangement under which, a second party will be given permission to increase prices whenever they want for the .COM domain and ICANN will receive $20m from that party is scandalous and smacks deeply of corporate corruption. The fact that two companies get to decide this outcome is a disgrace. In my opinion, this should be decided by an independent review body with time for public consultation after the review bodies recommendations, through an organisation like Change.org or similar. At least that way, hundreds of millions of internet users both private and business would have some say in the outcome. Non Profit organisations should not be making a profit from public good, this looks deeply unethical from ICANN. From the outset you have argued that DNS is a public service for good. Lastly, why do you need a third party in all of this? Why cannot ICANN receive these payments directly and transparently, if you need to raise funds? This feels a bit like your .COM users are being used as cash cows without any say in the matter, in effect a stealth tax! Perhaps it's time to review how you plan to do this in a more balanced and less dictatorial way. Kind regards Andy Martin

Owner of several .com domains, and several on other TLDs, used for business, community, and personal purposes. The current rate on .com is already inflated, and would be benefit from competition outside of Verisign. If ICANN allow Verisign to further squeeze their customers who're subject to their monopoly, then they're no longer representative of public interest. Large companies will of course find no issue with the extra expenditure, but the Internet and those who have .com domains is a lot more expansive than those large companies.
