Dear ICANN community, Usually, TLDs are about businesses and related co-operate activities and such. In my experience, not everything on TLDs are about businesses, where as there might be educational purposes, researches, non-profit projects and etc.. Also it’s time to mention about small start-up businesses in this era. A lot of improvements and developments have been took place with “small start-ups” that will have a huge impact on the local communities up to every human on earth who have an electronic devices. Those small start-ups usually starts “small”. I’m also an entrepreneur with such ideas and I’m currently using one of the .com TLDs. So, in my experience, managing a TLD was a huge deal for me (not to mention managing emails, dns, etc..) but later on this might get harder with each day. So, this decision to increase price for .com domains is unfair with my point of view as an entrepreneur since, it highly limits the “small start-up” community and you are doing a harm for the community. Also with the contract changes, Verisign agreed to pay ICANN an additional $20 million dollars over five years to support ICANN’s initiatives regarding the security and stability of the domain name system. There is no explanation why Verisign did this, how ICANN will spend the money, or who will ensure that the funds are properly spent. So, please re-consider to decrease prices as soon as possible or give valid reasons for the increases. Thank you!

To Whom it May Concern, I oppose the ’Proposed Amendment 3 to the .COM Registry Agreement’. Last month, ICANN, announced significant changes to the contract it has with Verisign, Inc., without consulting or incorporating feedback from the ICANN community or Internet users. This secret deal will lead to increases that will harm the Internet as a whole. According to this new agreement, Verisign will be allowed to increase the wholesale price to registrars for .COM domains every year for 8 out of the next 10 years, and the increases don’t stop there. This will mean that .COM wholesale domain prices can grow by more than 70% over and above current prices over the next decade. The contract also allows for other price increases, which could drive prices up further, ultimately making .COM domains less accessible and more expensive for everybody. This is a sweetheart deal for ICANN. Alongside these contract changes, Verisign agreed to pay ICANN an additional $20 million over five years to support ICANN's domain name system initiatives, without any clarity about how ICANN will spend the money, or who will ensure that the funds are properly spent on domain infrastructure. These changes will have significant impact on the Internet for years to come, and only ICANN and Verisign have participated in this decision. The Internet is a publicly used network that needs to be made affordable to all users, and this deal will harm Internet users and will only benefit ICANN. I believe the internet must serve the public. ICANN should serve public interests, not the interests of the few on top. I am against the price raise proposal unless it is proven absolutely necessary, because .COM domains make up such a large part of the internet, and it is small business owners without rich funding who will get hit the hardest. I am also against this unless there can be more transparency and clarity about where the funds are going, so we can ensure the money goes into necessary domain infrastructure and back to public benefit, rather than lining someone's pockets up top. Please do not increase the cost of domain names. This is already a silly yearly expense and should be something that is allowed to pay a lifetime amount. Price increases will only further serve to benefit the domain holders,and not the end consumers. I do not support this and will fight tooth and nail to stop this. To whoever it may concern, There are provisions in this proposal that lets Verisign hike the prices (of .com domains) for years to come and in addition to that the Domain registrars will add their margins which will increase the price significantly which is a very serious concern. To be fair, the *.com *domain prices are already at a high level and given that more than 1/3 of the active sites uses *.com *TLD's make it even more concerning. Personal bloggers like me who don't do any monetization will be severely affected. Please take necessary actions to make sure the prices are not increased. ------------------------------ Dear Madam, or Sir, I am concerned about this amendment to the Registry Agreement because it will affect, not just me, buy any individual who would like their own domain name. I am 100% sure that no corporation will object to the 28% cost increase every six years as they earn money off their domain name and paying almost any amount would be acceptible to them. However, there are a great deal of small businesses that would see this as a burden as well as individual users out there that have purchased their own domain name and are using it for personal use, not commercial use. Several of us have multiple domain names, if for no other reason than to protect our own names from being used to run a website. I personally have about 6 that I use to protect myself and my family while also allowing my children to be able to have a domain name that is exclusively theirs. 20 year Cost analysis: $ 7.85 / year 2018 $10.29 / year 2023 (31% increase over 2018) $13.49 / year 2029 (72% increase over 2018) $17.68 / year 2035 (125% increase over 2018) $23.17 / year 2041 (195% increase over 2018) I am aware that the 7% is a maximum per year for each of the four years and, theoretically, there could be no increase or a sub 7% increase some years, however, I have little faith on this being the norm and, most certainly, CANNOT plan on it being any less than the full 7% in any fiscal plans made. I understand it would be extremely difficult for you to create a regulation that would charge businesses more and individuals less, however, that may be what is required at this time. This would leave a loophole for businesses to have an individual register their domain name, however, no corporation of any size will be willing to leave their domain names in private hands. This would also allow fledgling businesses (aka startups) to keep their costs low at first. Remember, many businesses have been started in individual's garages. You may also assume that all ".com" domain names are used for, or are supposed to be used for commercial purposes, however, this is not the case today. If this had been defined and enforced from the beginning of the internet, this would be a non-issue, however, to start enforcing it today would cause many many individuals to lose their domains. Yes, there are other top level domains they can move to, however, that doesn't alleviate the fact that they would be losing an asset they had invested much time, money, and resources acquiring. Please keep the annual fee very low or consider a more flexible charging system for the .COM top level domain that will keep it accessible to individuals and small businesses

Morning, It has come to my knowledge that the price of .com domains will increase exponentially with the new (secret) deal with verisign. I run a small web development company and if this happens I will struggle to offer my clients a good service as probably most of them will opt to choose a different domain name without .com at the end. Also the SEO strategies will be highly compromised if this happens. As you know, the TLD .COM is the most popular choice ever since the dawn of public internet. It is like the necessary raw material to build and work on the internet. And like many other such issues like Net neutrality, this centralisation of power will not go well with the rest of the internet, i.e., the individuals and small businesses that make the internet useful and diverse. It is the first time in the history of communication that the world can connect easily with each other. The Internet liberalised doing business and expressing oneself. It needs to be this only, a medium of free and open communication. And the .COM is the heart of the internet, the most recognizable and go-to choice for all kinds of people and businesses, big or small. And .COM is not a product which can be improved or modified to charge higher prices. A company needs to keep improving the product if they want to increase the prices or come up with new products to sell. Sure, I admit ICANN and Verisign have to maintain infrastructure for running all this. You can just simply charge us for that. We already pay ICANN fees directly. Dear ICANN, I own multiple .com domains and I find that the proposed removal of price caps is, like with the .org initiative a clear move to use your position of monopoly and abuse your position of monopoly to make more money. This whole process seems to be a facade, as you were provided with comments against the .org price cap changes and received an avalanche of comments against it and did nothing. It also seems completely abhorrent to allow Verisign to become a registrar this a complete abuse of position by you and for them. It mainly looks like you are using your position to use us domain owners to finance yourselves rather than renogiate the contract with other companies than Verisign to gain the revenue you expect from this deal with Verisign. My first issue is that you did not even seek the participation of current registrars to share their views in the recommended price increases you propose. This indicates that there is something you do not want the public to know about this dealing and the fact that you will be receiving an extra $20,000,000 from Verisign, just makes this whole deal smell very fishy. Second, have you taken any thought on how many businesses and individuals you will affect all over the world with your price increases. This will make it hard for registrars and the end users to keep up with the fluctuating prices every year an in turn I can almost predict with vindication that there will be a drop in the number of .com domains registered. As a Small Business Owner, our business' livelihood and family's livelihood depends on our customers being able to easily find our websites under the .COM domain. It is difficult enough to run a small business as it is and fear that the price increases will force us to have to change our domain name, leading to loss of revenue in addition to difficulty with new customer acquisition. The ripple of ICANN's proposed changes will be detrimental to many small businesses across the United States, including my own. We strongly oppose any price increases to .COM domains and disapprove of ICANN's handling of this issue without consulting internet users. I find the increase of .COM prices outrageous and ridiculous. This proposal will make it harder for small businesses to be able to reach global audiences or even make ends meet as not every one is able to afford any sort of increase. I own 2 sites myself and any increase in prices will affect my ability to keep those sites as I will be quitting full-time job to become a stay-at-home mum in a few months time. Hi, I do NOT support the agreement which paves the way for price increase of .COM domains. Basically Verisign will give $20M to ICANN “to support ICANN’s initiative to preserve and enhance the security, stability and resiliency of DNS” and walks away with the ability to hike the price and hold on to it for perpetuity. The agreement clearly has commercial motivations. If ICANN requires funding to support its initiative can it not fund them through some temporary levies and have full ownership of the process. .COM is one of the original domain on the Internet, and should be accessible to all people of the planet at a reasonable price. Hi there, As a company of one that operates on the internet economy, purchasing domains to test new ideas and subsequently using them is very much part of my operations. I see that the recent amendment as highly harmful to my business and millions who operate in the internet economy. The amendments are akin to rent seeking while holding back innovation. I understand if price increases are required for investment in infrastructure. Without a clear explanation as to how and what the price increments are meant to invest in, I cannot agree to this. There are 4 main issues with the current amendment and I have quoted them verbatim from my preferred domain registrar namecheap. My comments are in blue ------------------ 1. Price Increases ------------------ Verisign will be allowed to increase the wholesale price to registrars for .COM domains by 7% each year in 2020, 2021, 2022, and 2023. After a two year “freeze”, Verisign can increase prices by 7% annually during 2026-2029, then another two year “freeze”. This cycle will continue, meaning that within 10 years, .COM domains could cost approximately 70% more than the current wholesale price of $7.85 — and the sky is the limit. It is not clear how much of these price increases registrars will pass along to consumers, but it is likely that most of these increases will be paid by domain name registrants. The contract does allow for other price increases for certain extraordinary situations, so it is possible prices could increase more than anticipated. *Is this true? Will there be a 7% increment every year from the wholesaler Verisign without any indication how the increment will benefit investment into the infrastructure?* *If the increment plan is true, and yet no clear specifics are provided as to how the investments are going to ultimately benefit the members of the internet economy, I'm afraid I cannot support this amendment.* ------------------------------------------- 2. ICANN Will Receive an Extra $20 Million ------------------------------------------- With the contract changes, Verisign agreed to pay ICANN an additional $20 million dollars over five years to support ICANN’s initiatives regarding the security and stability of the domain name system. There is no explanation why Verisign did this, how ICANN will spend the money, or who will ensure that the funds are properly spent. *Is this true? Can ICANN go into details how the 20 million is spent and invested?* *If the above is true and ICANN cannot give details about how the 20 million is to be spent and invested in a way that ultimately benefits the domain owners, then this looks like the kind of corruption that third world governments engage in.* *And I'm afraid I cannot agree to the amendment.* --------------------------------------------- 3. Verisign Can Operate as a Domain Registrar --------------------------------------------- ICANN also had rules that the operator of a TLD could not operate a domain name registrar. Although in 2012 ICANN allowed operators of new gTLDs to have domain name registrars, it did not apply to Verisign. The new contract will allow Verisign to operate its own registrar, except for selling .COM domain names itself. To circumvent this, it is also possible that Verisign could act as a reseller of .COM domains, through another registrar. This result is that the company that controls almost 80% of the registrar pricing for domain names will compete directly with all domain registrars, maximizing its control of domain name pricing to the detriment of other competing registrars. While this might result in lower prices to consumers, fewer registrars will harm competition, choice, and domain name services. Verisign’s registrar could also use its dominant position to charge higher prices to consumers, while at the same time raising registrar prices. *Is this true? * *I welcome competition as a consumer who purchases domains for business and hobbies.* *So can ICANN explain how it intends to prevent monopolistic practices by Verisign to raise prices on the consumers unnecessarily? If ICANN cannot adequately explain, I cannot support the amendments.* ---------------------------------- 4. ICANN Ignored Previous Comments ---------------------------------- As detailed on Standing Up to ICANN to Keep Domain Prices in Check ( https://www.namecheap.com/blog/ensuring-icann-keep-domain-prices-in-check/ ) and pricecaps.org ( http://pricecaps.org/ ) , over 3,500 comments were submitted in support of price controls for the .ORG, .INFO, and .BIZ TLDs. Only six comments supported removing price controls. ICANN discounted the comments that were in favor of maintaining price caps. A number of the comments were submitted using an online tool, which caused the comments to be discounted as “spam” by the ICANN Ombudsman. ICANN removed the price caps, primarily relying upon a biased preliminary analysis from 2009 by an economics professor that did not reference any data. *Is this true? * *This sounds like the kind of biased research and lazy administration that incompetent organizations tend to do. And I'm quite sure ICANN does not aim to be that sort of organization.* *I can understand well-grounded research that backs up unpopular moves such as price increment but it needs to be transparent and well-grounded. Having read the Proposed Amendment 3 to the .COM Registry Agreement, as a Service Provider and IT Specialist I would like to express my deepest concerns and provide strong disagreement regarding this proposal. ICANN and Verisign made these changes in secret, without consulting or incorporating feedback from the ICANN community or Internet users which will affect the way business is conducted and prejudice a lot of clients and internet users. With non-consensual price increases to services comes consequences such as a decline in usage and growth, negative feedback from market stakeholders which will lead to higher dis-popularity with the TLD .COM domains. These have been the main revenue generator in the TLD space making up 40%+ of all internet domains and going through with the proposed amendments can lead to a 50% drop in those numbers should users feel betrayed and manipulated without having been afforded the opportunity to have their voices heard. The Way Forward It is ICANN and Verisign's responsibility to ultimately bring all stakeholders to the table in deciding whether or not to go through with the proposed amendment through a voting system as well as agree or disagree on the proposed rates of increase on an annual basis. Dear ICANN I have heard that you have agreed with Verisign that there can be huge increases in prices for .com domains. I keep quite a few of them, mostly to protect copyrights (for instance both my late grandfathers, Richard Hughes and RJ Minney, were authors) but I have also built a small global consulting business that relies on a .com domain and I spent 2 years trying and succeeding to recapture the .com name (munkination.com) my son had developed as a teenager but allowed to lapse, and only now age 27 he is starting to build it as a global creative brand, inspired by his teenage vision. Increasing the prices of .com domains would hurt me and my family and my business and damage our abilities to own our own brands and develop our lives and businesses, which is the requirement in the age where there are so many fewer formal sector jobs available. The price increase will be disproportionately and particularly badly felt in developing currencies where USD is already a big problem and the Internet is providing a great tool towards equality and self-advancement for millions of entrepreneurs. I urge you to peg price increases to a maximum that is in line with global inflation - treat the Internet like a utility such as water that we all need to survive. I am also alarmed by the accountability of the alleged payment to ICANN and wonder what precedent that sets as we saw ICANN as the non-profit guardian of the netizens - that kind of development money can easily be raised elsewhere without affecting so many million people. To whom it may concern. >From an outsiders view these changes to the agreement in question seem to only benefit Icann and Verizon financially with the ability for both companies to further create a monopoly with no direct explanation and what benefits it would do for the process of renting and registering .com domains. I would like to see reports and why a price increase is needed? Are both companies struggling to make their operations a viable business with the current agreement? Or is this change simple to creat financial increase to ICANN and Verisign. You don’t have to answer that because if it were true you would say it outright. However your new agreement clearly says that by itself Nothing about these changes seem to benefit any other parties. The services offered here effect the entire world. From my understating at its core 2 main companies seem to be in control of the core pricing of these domains. I am a small business owner and come from a family very involved in the IT world for many decades now. For me, this proposed increase in pricing for .com domains and its subsequent handing of a huge control over the domain registries in the internet to Verisign hurts more than it could ever benefit the average internet user. The .com domains have taken an increasing role of importance in the development of the internet as we know it, and this has also been helped by it been as fairly priced as it is right now. By increasing .com registry prices in an aggressive way as it has been proposed, you are providing small businesses like mine with a big blow to their bottom line, disrupting the economic growth of the nation as a whole and potentially having huge repercussions in the way the internet in itself works. We, as internet users and domain registers ask ICANN to intercede for what’s right and do not allow a company to have such power to monopolize one of the most important assets in the internet. The internet will thank you!

Hello, I would like to express my dissapoinment that .COM domain price is bound to increase without eplaination of additional expenses for ICANN. This price hike would make it difficult for Lithuanians and other citizens of poorer countries to be part of internet community and provide services for global consumption. I believe that price regulation for public and essential services like DNS should be transparent and based on expenses rather than arbitrary numbers.
