I personally own a .com domain (rainbownopsled.com) If this deal goes through, and Verisign is allowed to raise prices on .com domains, this could affect both me and many of my friends personally, at the very least. However, more importantly, many businesses rely on their .com domains, and increasing prices would greatly affect the internet for years to come, with established, big players on top, and smaller or newer players disallowed from competition. This is especially important because .com is by far the most popular and widely-used TLD. Most users of the internet would not want Verisign to have the power this deal would give them. Please, put the people, the users, and the small businesses first instead of major corporations. I firmly believe as a domain owner and reseller that it will not be beneficial to the greater public and domain owners should the price go up. Due to poor exchange rates, a price increase could be the difference as to whether my clients or I will register or renew a .com domain. I am a website developer and register domains on behalf of many of my clients. The only party this will benefit is Verisign, and the (no doubt) constant increase is significantly higher than the $3 cost to register a domain. This sort of addition to the cost to access a .com domain only affects the smaller clients, and will no doubt he inflated by other companies “to cover their costs.l This is a terrible idea, and “the little guys” out there will pay for it, with no benefit to anyone but Verisign. Hello, I am writing to voice my opposition to Proposed Amendment 3. Despite there clearly being potential financial gains to be had by raising the registration fee on .com domains, the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement are verisign itself, at the expense of the public. While price hikes such as this likely won't mean much to the larger business concerns that buy in bulk, it will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. At worst, this could prove yet another point of pressure that convinces a small business to make their online presence exclusively in the Facebook walled garden and eschew the web itself. The web, and global DNS, were envisioned to be run for the public good, and they SHOULD be run for the public good. Dear Madam, or Sir, I am concerned about this amendment to the Registry Agreement because it will affect, not just me, buy any individual who would like their own domain name. I am 100% sure that no corporation will object to the 28% cost increase every six years as they earn money off their domain name and paying almost any amount would be acceptible to them. However, there are a great deal of small businesses that would see this as a burden as well as individual users out there that have purchased their own domain name and are using it for personal use, not commercial use. Several of us have multiple domain names, if for no other reason than to protect our own names from being used to run a website. I personally have about 6 that I use to protect myself and my family while also allowing my children to be able to have a domain name that is exclusively theirs. 20 year Cost analysis: $ 7.85 / year 2018 $10.29 / year 2023 (31% increase over 2018) $13.49 / year 2029 (72% increase over 2018) $17.68 / year 2035 (125% increase over 2018) $23.17 / year 2041 (195% increase over 2018) I am aware that the 7% is a maximum per year for each of the four years and, theoretically, there could be no increase or a sub 7% increase some years, however, I have little faith on this being the norm and, most certainly, CANNOT plan on it being any less than the full 7% in any fiscal plans made. I understand it would be extremely difficult for you to create a regulation that would charge businesses more and individuals less, however, that may be what is required at this time. This would leave a loophole for businesses to have an individual register their domain name, however, no corporation of any size will be willing to leave their domain names in private hands. This would also allow fledgling businesses (aka startups) to keep their costs low at first. Remember, many businesses have been started in individual's garages. You may also assume that all ".com" domain names are used for, or are supposed to be used for commercial purposes, however, this is not the case today. If this had been defined and enforced from the beginning of the internet, this would be a non-issue, however, to start enforcing it today would cause many many individuals to lose their domains. Yes, there are other top level domains they can move to, however, that doesn't alleviate the fact that they would be losing an asset they had invested much time, money, and resources acquiring. Please keep the annual fee very low or consider a more flexible charging system for the .COM top level domain that will keep it accessible to individuals and small businesses. Hello, I am writing to you as the owner of a web development company and domain name reseller based in Sacramento, California which represents roughly 200 clients. I am writing to express my protest to the proposed amendment, which I and others consider against the public interest. The increased .com domain costs will increase the barrier our customers have in starting and maintaining their businesses/websites. It will cause all registrars, who already make so little, to be even more competitive in pricing and cut those margins even more. In the cases we cannot cut those margins, we will be forced to increase the costs to our customers, the ones who will ultimately pay (both literally and figuratively) if this amendment is passed. And who is to gain by passing this amendment? It seems obvious to me that the amendment will pass as there is money to be made by a select few individuals in powerful positions. But I hope you consider your stakeholders, the average Internet users and small business owners, when reviewing this amendment. I discovered that last month, your organisation announced significant changes to the contract you have with Verisign, Inc. who operate the .COM top-level-domain (TLD) which you oversee. It appears that you made these changes in secret, without consulting or incorporating feedback from your community or Internet users. I am aware of similar deals that you have made behind closed doors, and of ignoring unified opposition against those deals. I am opposed to price increases that will harm the Internet as a whole for as you know .com domains make up 40% of all registered domain names online. I understand that in this new agreement with Verisign, they will be allowed to increase the wholesale price to registrars for .COM domains every year for 8 out of the next 10 years, and I feel sure that the increases won’t stop there. This will mean that .COM wholesale domain prices could grow by more than 70% over and above current prices in the next decade. Your contract with Versign, Inc. also allows for other price increases, which could drive prices up further, ultimately making .COM domains less accessible and more expensive for everybody. I am also aware that alongside these contract changes, Verisign agreed to pay your organisation an additional $20 million dollars over five years to support your domain name system initiatives, without any clarity about how your organisation will spend the money, or who will ensure that the funds are properly spent on domain infrastructure. There is no doubt that these changes will significantly impact the Internet for years to come, and only your organisation and Verisign have participated in this decision. Lifting the price freeze from 2012 and slowly increasing the price of domains is a step in the wrong direction. This Amendment is a step in the wrong direction for all the small businesses, single owners of domains, and other entities across the web that rely on the current wholesale pricing in order to stay affordable. I urge you to please reconsider this approach in order to satisfy the .COM Registry agreement and to try and come up with a better solution that will continue to allow us to operate at the same level as the larger players. As an older user of the Internet and early domain registrant, I remember the days of $70-$100 domains. I'd thought we had gotten passed that until the .org fiasco last year. And now ICANN wishes to bring that type of suspicious behavior to the .com registrations. I oppose Amendment 3 on two grounds: 1. The amendment does not specify what the $20 million given to ICANN will be used. It speaks generally of upgrades, security, protection, etc. But what guarantee do we, the ones actually subsidizing this $20 million as its laundered through the hands of Verisign, have that there will actually be infrastructure upgrades and what they are? How do we not know this isn't a new $20 million slush fund for ICANN? Or a $20 million bribe to agree to the new deal? Unless the specific upgrades are set out, with full transparency with regards to the spending of the $20 million then Amendment 3 should not be adopted. 2. The price increase for a technology-related item comes as the cost of most technology commodities decreases. What additional costs are there for Verisign associated with a single domain registration to justify the increase from $7.85 to $10.26 by 2024 and then to 13.42 by 2032? Did the cost to manage bits and bytes suddenly increase? Unless Verisign can show the value-add for the cost increases, then Amendment 3 should not be adopted. It has come to my notice that the price cap for the domain .COM is about to rise by 70% over the next 8 years, a cost which, for a small business like mine, has irreparable damages and I will not be able to maintain my webpage. Big business may be able to sustain thee increases, however for a one-man business it will become impossible and I will need to close down my page. This appears to be purely a money grabbing move. Although the global DNS registration system should be run primarily as a public concern, the only entities that stand to benefit from the proposed arrangement are ICANN and Verisign at the expense of the public. These price hikes will impact the millions of independent businesses and developers that rely on the system to make their livelihood. This proposal could prove yet another point of pressure that convinces small businesses to retreat to the Facebook walled garden and eschew the web. The web and global DNS SHOULD be run for the public good. Deals such as this are an abdication of that mandate. It is nothing less than short sighted profit chasing at the expense of all else. Please do not adopt this proposal.

So I went to where you claim to want "Public Comments", https://www.icann.org/public-comments/com-amendment-3-2020-01-03-en/mail_fo… However, after checking the box giving up my privacy, then hitting the Continue button, the browser wanted to open up my PC's email program. Are you unaware that the vast majority of the "Public" uses web browser based email and does not have an email program on their PC? Or do you really not want public comments? So, I'm unable to tell you that your closed door program to make internet users pay you more money, of which you have not given an explanation of how this money will be spent, is a violation of the public trust given you to manage the internet. Considering you cannot design a website to take public comments, except for those who use a corporate email programs on their business computer, I doubt you have the best of intentions. I am writing to voice my opposition to Proposed Amendment 3. I understand that there are clear potential financial gains to be had by raising the registration fee on .com domains. However the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement is verisign. And this will be largely at the expense of the public, both financially and in security. The security risk is if you drive many websites off of .com domains onto other domains, you will see a rise in malware on the .com domains. For example, let's say I have ‘domain.com’. If I decide .com is too expensive for my business/portfolio/non-profit/charity I might switch that too ‘domain.net’. After I make that switch a malicious individual will buy the .com version of that domain and host a similar site but with malware embedded on it so the user does not know. The malicious version can then be used to steal payment information, pii, images, or anything really. I personally run educational websites on .com domains and I will shut them down and move to non-.com domains if rates go up. If the that happens there’s nothing stopping China or a malicious person from buying my old .com domains and using them to spread malware or misinformation . The implications of this are just so much larger than any one individual can ever imagine, I just don’t understand how you are willing to take a risk like this. This will impact the millions of small, independent businesses customers, internet users, and developers that rely on the system. The web and the global DNS, were envisioned to be run for public good, and they SHOULD be run for public good. Deals such as this are short sighted and just chasing money with extreme risks. There should be a petition that says you cannot buy 1,000 domains that just sit there for resale for insane prices. There are too many undefined fees, timelines and oversight issues the way these amendments are written. As someone who owns several .com domains, I cannot afford to have the prices going up with out limits and oversight. Raising the prices of .COM domains may be a small thing, but being able to offer my clients low prices is part of my business model and if the prices go up I'll be forced to charge them more in order to keep costs down. To who it may concern, The .COM is the default domain ending in the USA and many consumers in America want to keep it that way. My name is Trevor Suarez and I am a Software Engineering student at the Milwaukee School of Engineering. On my spare time, I run a technology consultant company, which many of my customers are older friends and family who are somewhat technology illiterate. My job is to assist and educate these individuals about anything related to technology. I know there are many technology illiterate people in this country, many of which have gotten used to the .COM domain ending. The proposed amendment will increase prices of the .COM domain over the next few years. This will create two problems: 1. Companies and individuals will begin registering domains with odd endings, such as .pizza or .coffee for instance. This will cause confusion to many people. Take my clients as an audience which will be confused by all the domain endings. I understand the odd domain endings currently exist on the internet, but think of how common they will become. 2. It will increase the price to create using the internet. I own two domains myself, simply because it is a cost friendly. The internet is supposed to be a place where all people of all backgrounds can come and share ideas and information. Increasing domain registrant pricing will eventually be reflected in consumer pricing of simply using the internet. Hello, I am writing to voice my opposition to Proposed Amendment 3. Despite there clearly being potential financial gains to be had by raising the registration fee on .com domains, the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement are verisign itself, at the expense of the public. While price hikes such as this likely won't mean much to the larger business concerns that buy in bulk, it will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. At worst, this could prove yet another point of pressure that convinces a small business to make their online presence exclusively in the Facebook walled garden and eschew the web itself. The web, and global DNS, were envisioned to be run for the public good, and they SHOULD be run for the public good. Deals such as this are an abdication of that mandate; short sighted profit chasing at the expense of all else. Please do not adopt this proposal. Best, Leo

Unfortunately, consumers are at the mercy of ICANN and Verisign. Please don't spread ill will by raising the price like this. It is far out of line with inflation and will highlight monopolistic power structures behind .com registration process. That’s what this amendment will effectively do. We’re on track for Verisign to just own outright the most important TLD. Stop letting this happen, don’t let Verisign increase prices indefinitely (your freezes won’t stop them, they have the money to wait them out), and don’t let them be a registrar. We know what their plans are already.

Hi, I am a customer with a .com domain and I am concerned with this decision to this contract. My concerns are: 1. There will be price increases yearly that will be passed on to me as a consumer for .com domains 2. ICANN is getting bribed by Verisign by accepting $20million 3. Verisign acting as a domain name registrar will be anti-competitive market and introduce monopoly on .com domain name pricing 4. ICANN ignored previous public comments. Thanks, Ken
