I'm writing to oppose Amendment 3 which allows for *additional $20 million dollars over five years to support* ICANN's domain name system initiatives, in .com registry fees in future without without any clarity about how ICANN will spend the money, or who will ensure that the funds are properly spent on domain infrastructure.

I oppose Amendment 3 to the .COM Registry Agreement. I believe that allowing wholesale prices for .com domains to rise 72% over 12 years, which is far more than the rate of inflation and also far more than Verisign's underlying costs of maintaining the registry could possibly increase by, will dramatically hurt the internet ecosystem. It will especially hurt small website operators, like myself, and will discourage internet users from creating blogs and personal pages, with the end result of reducing democratization of the internet. Verisign reported a 69.4% operating margin in Q1 2019, so they clearly do not need the extra revenue from this price hike. ICANN has granted a monopoly over .com to Verisign and ICANN has a duty to every internet user on the planet to carefully regulate this monopoly to prevent abuse by Verisign. The only conscionable thing to do right now is to freeze wholesale .com prices and re-evaluate 5-10 years from now. A policy that allows price increases tracking the rate of inflation (but no higher) may make sense in the future, but right now Verisign is already collecting far more from their .com monopoly than any company would be able to in a competitive market. It's simply not right to allow them to raise prices at this time. David

Hello, I own approximately 100 .COM domains and my clients absolutely love them. After being notified of your possible changes, I was disgusted at how little effort was made to communicate this to people in advance. Obviously, if I see increases in domain prices, all of my clients will be notified and perhaps upset at such sudden unnecessary changes. Many will opt to phase out of the .COM TLD and move to more appropriate, and cheaper, alternatives. All I am saying is that in the first couple of years the deal may look great for whatever you agreed, however after maybe 3 or 4 pass you will see a large drop in sales for the COM TLD as people cancel subscriptions for them now they have relocated to another TLD. As a domain customer I am opposed to the upcoming changes in the deal between Verisign and ICANN. Decisions such as these should be discussed with those who the decisions will directly affect. The internet consumers, both users and the industry as a whole should be taken into consideration in important deals like this. To whom it may concern, I remember buying a subdomain from someone when I was 13 years old for $20 with a check to a po box, because a domain name registration was $150. Shortly after, we democratized domains and made them affordable for people trying to start businesses and hobbies online. Ever since then, I have been making a living online and helping other companies and individuals from mom and pops to fortune 500's realize their vision. We should be looking at removing barriers to entry, not adding them. This price increase is unjustified and is happening too soon after the .org arrangement. We should be using the .org arrangement as a test ground and see what happens over the next 5 years. We should learn from it - was it a good deal? Did it result in unjustified price hikes? Was spending justified and transparent? Instead it seems that instead of reviewing that model, ICANN would rather jump the gun and provide un-tethered control to a third party company that is motivated by profits.
