The proposed Amendment 3 is not a reasonable increase in fees. There is no reason to permit such an egregious increase when there is no substantial cost of service to justify it. I vehemently oppose it and unfair and monopolistic, it should not be permitted. I am a domainer (I invest in domain names as a business). RentMyWeb.com I am against the proposed price increase to .COM domains. No one other than Verisign want increases in .COM prices. The current rate of $7.85 is already far more than justified. Verisign is merely your manager of the .COM Registry – it has no business dictating the price. ICANN group, Hello. Please help protect free speech and do not increase the prices too highly of domains, for the sake of us independent artists. Business names are one thing, perhaps EVEN ".com" addresses would be reasonable to charge more of businesses. But please consider our positions as artists, reporters and other important cultural creatives that contribute to society's deeper explorations of our understanding of life. My significant other and myself both run several sites in order to maintain our freedom of creation. We make new and popular artforms on several .coms of our own ownership. It is the safest way to protect and control our own information which is our right and also to the benefit of our audience, who appreciates when we are not censored. Since YouTube, Instagram, Facebook, Google and the alternatives that offer space (*under their selfish terms*) to domain ownership can and do censor our artwork (and those of our peers) for completely nebulous reasons, it is not fair to also make the only alternative (personal domain ownership) even more expensive and unavailable to the average person than it already is. If you want to become more like China, then I guess that is the path you may be on. And perhaps you cannot help that due to political and monetary pressures. But if you go this route, know that it is a surrender of that which remains of the free world's highest ideals of freedom of thought, expression and speech. And that seems like a terrible mistake for humanity! Please reconsider this decision lest those who pressure you to make it can get away with even more such attacks on society and its well earned freedoms. Warm regards, Maxeem

Dear ICANN, It has never seemed reasonable that some bureaucratic system can charge me money every year for a domain name I created myself. How ICANN and VERISIGN got the right to sell domain names to domain registrars and users has never been clear, but it seems like a license to print money. I suppose I can understand nominal fees for administration, but the new proposed price increases for very obscure reasons is questionable at best. \ Do not raise domain prices. Hello, I am writing to voice my opposition to Proposed Amendment 3. Despite there clearly being potential financial gains to be had by raising the registration fee on .com domains, the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement are verisign itself, at the expense of the public. While price hikes such as this likely won't mean much to the larger business concerns that buy in bulk, it will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. At worst, this could prove yet another point of pressure that convinces a small business to make their online presence exclusively in the Facebook walled garden and eschew the web itself. The web, and global DNS, were envisioned to be run for the public good, and they SHOULD be run for the public good. Deals such as this are an abdication of that mandate; short sighted profit chasing at the expense of all else. Please do not adopt this proposal. Sincerely, LMB

Please reconsider unilateral price increases of domain registrations, eg, .com, .org, and other domain registrations with the ICANN agreement with Verisign. Verisign for years has had an unhealthy relationship between the free internet and SSL encryption and is poised as a potential abuser in raising domain registration fees in a closed-door manner as explained by Namecheap here: ICANN Allows .COM Price Increases, Gets More Money by Richard Kirkendall (url: https://www.namecheap.com/blog/icann-allows-com-price-increases-gets-more-m…) As an independent web developer and small host re-seller this type of action harms the private entrepreneur and ultimately the consumer aka "the little guy" and only continues the monopolistic trend in outrageous attempts at controlling the Internet by the likes of Google, Amazon, Comcast and others with no real reason beyond profits and surveillance programs. These actions further harm the future of a free and independent Internet as power consolidates into a few large corporations with no oversight and fewer moral reserves. No one should control the Internet and no one entity should control large portions of the DNS, domain and other core technologies behind the Internet, including pricing. The free market should complete for pricing of domain names and raising pricing in the ways described by Namecheap is alarming of the first nature. Please stop this action and consult the EFF.org and DenadProgress.org in ways solutions can be created without further damaging consumer wallets at best and the freedom of the Internet at worst. Hello, As a small business owner, I write in opposition to the Proposed Amendment 3 to the .com Registry Agreement. The very rapid price increases that are at the core of this proposal will, if enacted, be harmful to small businesses like my own. Harming small businesses so that a large and powerful company like Verisign can collect 7% per year price increases can hardly be deemed in the public interest. Moreover, the Proposed Amendment 3 provides ICANN with $20 million. Whether this large sum is called a down payment on the monies Verisign will earn through the 7% fee hikes, or whether it is called a kickback, there is no mechanism for small business owners like myself to know that this money is being spent appropriately. Appropriately means for the benefit of small businesses and other Internet users who are not large corporates -- i.e., verifiable, transparent and appropriately documented expenditures on infrastructure, software and other aspects of the technical underpinnings of the domain name system that small users rely upon. ICANN is supposed to be a nonprofit entity, but it does not appear to be acting like one. It is 100% behind hiking prices aggressively and cutting corporate deals without adequate public input to the detriment of all small entities like my company. This hardly seems aligned with a charitable purpose, and I doubt it squares with the organization's elaborate "accountability" studies. Please do not proceed with this Proposed Amendment 3 to the .com registry agreement. It is not in the public interest, it will harm small businesses, and it does not reflect well on ICANN as a nonprofit organization. Maybe its time to stop all the back door deals and be upfront and honest with your amendments. These increases are nothing more then a back hand deal where ICANN, once again, sells out the .COM registers in favour of corporate profits. If you can't act in the best interest of the community that you claim to serve, then its time to hand over the responsibility of managing the internet to another association. Brian Ingwersen

As a small business owner, it’s important to keep an eye on the various expenses with running a business. This includes running a website, which is a vital part of my business. I am in favor of price caps to help keep domain fees in check. Small business owners don’t need the surprise of a bill that keeps going up in price each year. You will be doing a disservice to the many businesses that have a .com presence in our country, people who are trying to make a living and adding to the economy. Increasing prices will force businesses to get creative with their online presence, which could mean letting go of their websites and finding other, cheaper alternatives.
