I discovered that last month, your organisation announced significant changes to the contract you have with Verisign, Inc. who operate the .COM top-level-domain (TLD) which you oversee. It appears that you made these changes in secret, without consulting or incorporating feedback from your community or Internet users. I am aware of similar deals that you have made behind closed doors, and of ignoring unified opposition against those deals. I am opposed to price increases that will harm the Internet as a whole for as you know .com domains make up 40% of all registered domain names online. I understand that in this new agreement with Verisign, they will be allowed to increase the wholesale price to registrars for .COM domains every year for 8 out of the next 10 years, and I feel sure that the increases won’t stop there. This will mean that .COM wholesale domain prices could grow by more than 70% over and above current prices in the next decade. Your contract with Versign, Inc. also allows for other price increases, which could drive prices up further, ultimately making .COM domains less accessible and more expensive for everybody. I am also aware that alongside these contract changes, Verisign agreed to pay your organisation an additional $20 million dollars over five years to support your domain name system initiatives, without any clarity about how your organisation will spend the money, or who will ensure that the funds are properly spent on domain infrastructure. There is no doubt that these changes will significantly impact the Internet for years to come, and only your organisation and Verisign have participated in this decision. I am writing to provide my feedback on the Proposed Amendment 3 that will cause domain name systems to increase in price over the coming years. Lifting the price freeze from 2012 and slowly increasing the price of domains is a step in the wrong direction. This Amendment is a step in the wrong direction for all the small businesses, single owners of domains, and other entities across the web that rely on the current wholesale pricing in order to stay affordable. I urge you to please reconsider this approach in order to satisfy the .COM Registry agreement and to try and come up with a better solution that will continue to allow us to operate at the same level as the larger players. As an older user of the Internet and early domain registrant, I remember the days of $70-$100 domains. I'd thought we had gotten passed that until the .org fiasco last year. And now ICANN wishes to bring that type of suspicious behavior to the .com registrations. I oppose Amendment 3 on two grounds: 1. The amendment does not specify what the $20 million given to ICANN will be used. It speaks generally of upgrades, security, protection, etc. But what guarantee do we, the ones actually subsidizing this $20 million as its laundered through the hands of Verisign, have that there will actually be infrastructure upgrades and what they are? How do we not know this isn't a new $20 million slush fund for ICANN? Or a $20 million bribe to agree to the new deal? Unless the specific upgrades are set out, with full transparency with regards to the spending of the $20 million then Amendment 3 should not be adopted. 2. The price increase for a technology-related item comes as the cost of most technology commodities decreases. What additional costs are there for Verisign associated with a single domain registration to justify the increase from $7.85 to $10.26 by 2024 and then to 13.42 by 2032? Did the cost to manage bits and bytes suddenly increase? Unless Verisign can show the value-add for the cost increases, then Amendment 3 should not be adopted. They operate as a vendor for ICANN which operates with permission from the US Department of Commerce. Everything should be transparent and out in the open. Stephen Feather Feather Direct, LLC

As a software developer and student, the web is an integral part of my work and studies. It is a constant resource both for my development work and for research. The web thrives from the community that participates in it, a community that is welcoming to all. An increase in the price point has the potential of barring people from creating websites, blogs, or online stores. While large companies can easily afford price increases, small and personal businesses may suffer. Please reconsider this action as the ramifications are likely to reach further than anticipated.

I am a registrant of a .com domain name. I have a small business selling books and music. I own two domain names and this is very concerning to me that it would be necessary to raise a price by 30% on intangible items. I can't see where the benefit is for the consumers. Hi ICANN, I happened to see the proposed amendment. My humble opinion is, the prices must not go increased. Because, the Internet has now become like Air and Water, without which it is difficult for literate humans to survive. I agree that there might be infrastructure maintenance cost. But, is this increase the only avenue through which to fund it? Infact, the sanity of the world is kept in equanimity by only those that are literate and willing to voice against unethical practices of greedy politicians, businessmen and mafia groups. It has come to my notice that the price cap for the domain .COM is about to rise by 70% over the next 8 years, a cost which, for a small business like mine, has irreparable damages and I will not be able to maintain my webpage. Big business may be able to sustain thee increases, however for a one-man business it will become impossible and I will need to close down my page. This appears to be purely a money grabbing move. We all agree .COM domains should come with a price but this doesn't mean we should exploit our users. I am very sure most users of the internet would support this action of yours.
