As a registrant of a .com domain name (and having been a representative assisting many others to register their own .com domains), I am against the radically proposed price increase(s) to .COM domains. I've received some troubling news about changes to .com wholesale domain pricing. There appears to be very little clarity, and closed-door dealmaking going on, that privileges one company's profit-making. In fact, from my perspective this looks like rent-seeking behaviour that may merit antitrust action; de facto monopolies need to be regulated for consumer protection. If there is a perceived need to increase pricing in order to maintain or expand domain name infrastructure, or to institute protections against domain hijacking or fake-site spoofing etc, it has not been communicated transparently, neither to domain resellers nor to the general public.If we are to be charged more per year, then there must be a concomitant increase in value delivered or an explanation of the costs involved. I look forward to seeing a full, transparent accounting of this proposed price increase, where the money will be spent, and what measures ICANN / Verisign will put in place to ensure that .com domain names remain accessibly priced - perhaps ensuring that individuals and small businesses with income below a certain threshold will not pay more than a set maximum fee (say, $150/year), while charging more to individuals and companies who can easily afford it. To whom it may concern: I am a reasonably intelligent adult, having retired after a 40 year career in software and Web programming. I have worked in companies large and small, including owning my own consulting company. I have attempted to read "THIRD AMENDMENT TO THE .COM REGISTRY AGREEMENT" and find that it uses legal language to such a degree that it is difficult to understand its full effects. However, one thing is clear: it further moves ICANN into alignment with the for-profit objectives of VeriSign, Inc., a Delaware-based corporation well-known for its high prices and poor service. The management of domain names is, in essence, a simple process based on the Domain Name System, which uses a mixture of a few dedicated computers and a very large number of shared, private, and public computers to maintain a simple distributed database of Authoritative Zone records and DNS caches that define the association between IP addresses and human-readable domain names. This basic, low-cost system was extended to become a large system of Domain Name Registries who participate to further increase the cost of maintaining Zone records with very little added functionality beyond what could have been provided directly by ICANN through a public and secure automated interface. In addition, ICANN does nothing to prevent large blocks of IP addresses to be allocated to countries and individuals having criminal or malicious intent. I wish to raise my voice in protest to this Agreement, which appears to allow (and perhaps mandate) price increases of 7% per year for the next 8 years. Instead of prices increasing, they should drop dramatically, and management of the Domain Name System should be transferred to a public agency or other truly nonprofit and economically disinterested organization. Prices should be calculated based on the actual costs to maintain the TLD computers, their Internet connections, and the actual cost of an automated public interface and a small trained human staff for most activities associated with maintaining domain names. Regardless of whether reasonable proposals for reducing the price of domain name management, making the current insecure Domain Name System secure, and eliminating the wasteful Domain Name Registries are adopted, this THIRD AMENDMENT TO THE .COM REGISTRY AGREEMENT should be canceled in its entirety, thus protecting the Web from the self-interested greed and collusion of financial interest of both ICANN and VeriSign, Inc. If this Amendment does go into effect, opposing the interest of all Internet stakeholders including the general public, I hope that legal action will be taken against it. One more example of what happens when a group does not have enough control on them by an outside agency. When I worked for large corporations it always seemed like ICANN and Verisign were getting away with murder with what they charge for only keeping track of .com registries. But now I am retired and have a very simple website where I show pictures of my family and a few things I have written. Now I am being told that the fee for my URL will be going up by up to 70% in the next 10 years. It is really criminal. Companies are always complaining about too much government regulation. Hi, The TLD pricing has always been increasing no matter what contract ICANN-Verisign has. Now, making ICANN a promise of $20 million dollars implies an extra cost will be levied to the end users. This is against the Free Internet policy and should be stopped. Further, the entire contract along with a summarized version should be released to the public in order to understand why does ICANN a non-profit organization requires $20 million? Thanks! Jack

Dear ICANN, As a registrant of Namecheap and other registrars, I object strongly to the new proposed .COM amendments to ICANN's agreement with Verisign. First, the price increase leaves vulnerable small businesses and private contractors who rely on their personal websites for bringing business to them. I rely on a personal .com website (paulwromaine.com) for referrals for my small business editing and consulting, and my other personal website for person's interested in my field of books and libraries (bibliowonk.com) Many small artists in niche fields, rely on a personal domain as a brand. This suggested price increase will force many early career (or struggling) artists to abandon their domains, which for many of them is a key part of branding their personal art. Second, it is not clear how the additional funds asked by Verisign (and which ICANN has agreed to) will directly benefit end-users by improving the underlying infrastructure of the domain registry system. I urge ICANN to reconsider this agreement and renegotiate it to favor end-users, and to make sure the final agreement is more transparent. Although I am but a small part of the overall ICANN ecosystem, greater transparency about the uses of the price increases, is better for the entire domain registry system. In total disagreement of the rise in prices to the .com domain without first making a statement to the many users of that domain on the web. Currently the .com domain is one of the most used in the cyber market and as part of that community I reject the rally and negotiations by ICANN with Verisig. The right thing is to have the participation and approval of the owners and users of that domain to make these types of increases that ultimately affect us.

Hi there. I do NOT support any attempt to increase the price of .com domains. As you can see I use mine as part of a family domain, not a business and am essentially locked in because to change my family domain - which I've had for 19 years - would be extremely inconvenient / would essentially break my online identity, and that of my family. Having read through the proposed amendment there does not seem to be anything concrete to explain the planned price increases. The "security and stability improvements" have no details. Dear ICAAN admins, I'm a small business owner who relies in part on the internet to make my living. I own quite a few .COM domain names (about 70 domains), and an increase in the cost of the domains would be a financial hardship on my business operations. Please do not allow Verisign to run roughshod over people like me by giving them the power to increase prices every year- this will eventually put me out of business. I'll be able to afford fewer domains, meaning my income will decrease, meaning I'll be able to afford even fewer domains, and so on until I'll have to shutter my business. If you own one or two domains it's not as big of a problem, but for people like myself (and my employees) these incremental increases will add up and become a serious burden. Thank you. L. D. For ICANN public consultation, The internet has always been a space of individual freedom and expression, as well as an accessible space. The proposed changes personally concern me because they would give Verisign, an already large organisation, even more of a strong position over the .COM TLD. I believe the proposed changes would make the internet overall a less accessible space because of the risk of price increase by Verisign, but also of dumping by allowing Verisign to undercut the market as a reseller of .COM domains. Verisign’s role as an operator of the .COM TLD should be limited insofar as possible to avoid strengthening and already strong dominant position. To guarantee neutrality, Verisign should only conduct operation services, and not be allowed to enter the market place as a registrar or reseller of domains. The equivalent of that position would be for example a company trading its own stock based on its own insider information, a practice that is illegal in many jurisdiction to guarantee a level playing field. Verisign being allowed to increase pricing with little to no supervision is also concerning. Millions of businesses rely on their .com domain, and it must be made sure that buying a domain remains accessible to leverage the internet. Having your own .com domain is nowadays not important, but necessary. For these main reasons, I oppose these proposed changes. Pierre Ferran
