Last month, ICANN, the organization that oversees domain names, announced significant changes to the contract it has with Verisign, Inc. who operate the .COM top-level-domain (TLD). ICANN made these changes in secret, without consulting or incorporating feedback from the ICANN community or Internet users. Although ICANN has a history of making similar deals behind closed doors, and also of ignoring unified opposition against such action, we are focused on leading the fight against price increases that will harm our customers (and the Internet as a whole). This is a crucial time to raise our voices given that *.COM domains make up 40% of all registered domain names online*. I appreciate you acting in the public's best interest, Tyler Herron

I am writing to express my opposition to Proposed Amendment 3. Although the global DNS registration system should be run primarily as a public concern, the only entities that stand to benefit from the proposed arrangement are ICANN and Verisign at the expense of the public. These price hikes will impact the millions of independent businesses and developers that rely on the system to make their livelihood. This proposal could prove yet another point of pressure that convinces small businesses to retreat to the Facebook walled garden and eschew the web. The web and global DNS SHOULD be run for the public good. Deals such as this are an abdication of that mandate. It is nothing less than short sighted profit chasing at the expense of all else. Please do not adopt this proposal.

Dear Sir or Madam, I wished to comment on your Proposed Amendment 3 to the .COM Registry Agreement. So I went to where you claim to want "Public Comments", https://www.icann.org/public-comments/com-amendment-3-2020-01-03-en/mail_fo… However, after checking the box giving up my privacy, then hitting the Continue button, the browser wanted to open up my PC's email program. Are you unaware that the vast majority of the "Public" uses web browser based email and does not have an email program on their PC? Or do you really not want public comments? So, I'm unable to tell you that your closed door program to make internet users pay you more money, of which you have not given an explanation of how this money will be spent, is a violation of the public trust given you to manage the internet. Considering you cannot design a website to take public comments, except for those who use a corporate email programs on their business computer, I doubt you have the best of intentions. I am writing to voice my opposition to Proposed Amendment 3. I understand that there are clear potential financial gains to be had by raising the registration fee on .com domains. However the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement is verisign. And this will be largely at the expense of the public, both financially and in security. The security risk is if you drive many websites off of .com domains onto other domains, you will see a rise in malware on the .com domains. For example, let's say I have ‘domain.com’. If I decide .com is too expensive for my business/portfolio/non-profit/charity I might switch that too ‘domain.net’. After I make that switch a malicious individual will buy the .com version of that domain and host a similar site but with malware embedded on it so the user does not know. The malicious version can then be used to steal payment information, pii, images, or anything really. I personally run educational websites on .com domains and I will shut them down and move to non-.com domains if rates go up. If the that happens there’s nothing stopping China or a malicious person from buying my old .com domains and using them to spread malware or misinformation . The implications of this are just so much larger than any one individual can ever imagine, I just don’t understand how you are willing to take a risk like this. This will impact the millions of small, independent businesses customers, internet users, and developers that rely on the system. The web and the global DNS, were envisioned to be run for public good, and they SHOULD be run for public good. Deals such as this are short sighted and just chasing money with extreme risks. I am a domainer (I invest in domain names as a business). I am against the proposed price increase to .COM domains. No one other than Verisign want increases in .COM prices. The current rate of $7.85 is already far more than justified. Verisign is merely your manager of the .COM Registry – it has no business dictating the price. ICANN is supposed to govern the domain name system in the public interest. I really think you could wait several years on this and revisit later. There are a lot of volatile things going on in the market and domain names are good steady income for you. Don't be greedy, and don't violate the trust of the public. Do you think this increase would help avoid those trolls buying every single domain in existence or no? There should be a petition that says you cannot buy 1,000 domains that just sit there for resale for insane prices. Use it or lose it. or It should be like real estate where each website has an appraised value and not whatever they come up with. If it's worth $12 on Godaddy then that's what it's worth, you shouldn't be allowed to buy it for $12 and resell it for $50,000. Those criminal trolls! -- -Deja Osbourne

There are too many undefined fees, timelines and oversight issues the way these amendments are written. As someone who owns several .com domains, I cannot afford to have the prices going up with out limits and oversight. Business is already costly enough, these amendments could potentially make owning a .com domain even more expensive. This will inhibit businesses on the internet, not help it. Please do not proceed with these amendments as written. Dear ICANN, Reviewing the proposed amendment No. 3 to the .COM Registry Agreement I strongly oppose any planned steps moving away from the current status. The .COM TLD is the major DNS TLD used worldwide and ICANN should, therefore, abandon any attempts of Verisign to raise the income of TLD operator related earnings for the .COM TLD with no benefits for the DNS user base. If ICANN is not able to renew the existing price binding for upcoming periods for legal reasons I would love to see open competitive biddings for fixed periods for this major .COM TLD. As owner and operator of a small web hosting business who purchases domains for resale, I'm against the proposed changes in Amendment 3. Raising the prices of .COM domains may be a small thing, but being able to offer my clients low prices is part of my business model and if the prices go up I'll be forced to charge them more in order to keep costs down. If the costs are to increase as proposed, I fear this will impact not only my business but the businesses of others who rely on cost-effective domains. Please reconsider making these changes. To who it may concern, The .COM is the default domain ending in the USA and many consumers in America want to keep it that way. My name is Trevor Suarez and I am a Software Engineering student at the Milwaukee School of Engineering. On my spare time, I run a technology consultant company, which many of my customers are older friends and family who are somewhat technology illiterate. My job is to assist and educate these individuals about anything related to technology. I know there are many technology illiterate people in this country, many of which have gotten used to the .COM domain ending. The proposed amendment will increase prices of the .COM domain over the next few years. This will create two problems: 1. Companies and individuals will begin registering domains with odd endings, such as .pizza or .coffee for instance. This will cause confusion to many people. Take my clients as an audience which will be confused by all the domain endings. I understand the odd domain endings currently exist on the internet, but think of how common they will become. 2. It will increase the price to create using the internet. I own two domains myself, simply because it is a cost friendly. The internet is supposed to be a place where all people of all backgrounds can come and share ideas and information. Increasing domain registrant pricing will eventually be reflected in consumer pricing of simply using the internet.
