I would like to know how ICANN getting a $20 million kickback to allow Verisign to raise rates by 7%/year jives with your mission statement of: > Introducing and promoting competition in the registration of domain names > where practicable and beneficial in the public interest. This backroom decision is the action of an uncaring monopoly. You are the steward for an open, affordable internet and you're failing your mission. Please reverse this along with the .org debacle.

To Whom It May Concern: Affordable .COM domain registration is important to modern Americans who are increasingly expected to promote themselves online for employment and to control their own image and information. It is already difficult enough for the poor to readily and regularly access the internet due to financial barriers. Wage growth is relatively flat and costs of living are rising out of sight. The proposed changes are not in the public interest, and if more people were informed about them in plain language, I am confident that the vast majority would be stringently against Amendment 3. The proposed changes also do not reflect significant offerings of more or better services - just the desire to seize an opportunity to increase costs. Please do not support Amendment 3. Hello, As a small business owner, it is already hard enough to keep up with the many expenses that are required to run a business. By increasing the price of .com domains, you are making it even more difficult for me and thousands of others to keep their businesses running and thriving. This is a decision that should be made based on the voices of millions of .com domain owners and not just a few money-hungry individuals. You WILL lose business as business owners are forced to close their businesses because of increased pricing. Please reconsider this decision and think about how many small businesses you are NOT supporting or helping in any way. Hello ladies and gentlemen, I operate a small therapy coaching practice where I own quite a few domains (100+) as roadmaps to guide people to my website. Maybe I am crazy to own so many? But, I see this as a way to combat the instability of SEO making it easy for clients to find me. I hope in your decision process you consider the "little" guy ;) Any increase in domain fees would dramatically impact my business and ability to help people. One final point, if you want to increase the fees for domain brokers or people who have held onto a domain without it even pointing to a real website or offering the URL for sale on Godaddy, etc... even if it is pointed to a domain then I believe that should be a consideration. I also believe that current technology can "vet" this idea to tax or increase the fees for those who are in the business of selling domains because that is their choice to be in that business. I have several .com domain names. I am a private person who is funding these sites with my own money. I am striving to make good quality websites for the world to enjoy. It will put undue hardship on me and my budding business if the wholesale rate of the .com is allowed to increase annually or even 4 of 6 years. I tried to prepay for my domain names to get the best prices but since there is a 10 year cap I was prevented from taking full advantage of the current price. I have seen other domain names already being sold for double digits. It would be very sad to make the .com TLD also go up in price and force the little guy like me to have to dig really deep in to our pockets to fund VeriSign Inc.’s billion dollar industry. I feel Verisign will be quite capable of continuing operations on the 500 million they have been netting. I don’t feel I need to give them a raise from my 500 cent pocket! Hello, I would just like to weigh in on the proposed amendment by saying that allowing Verisign to raise fees of 7% year on year for the period 2020-2023, and again from 2026-2029. Although Verisign has pledged to provide ICANN with $20 million, there is a complete lack of transparency of how the money will be used, and furthermore, how much Verisign will stand to profit from the exchange in return. In essence, as a .com domain name holder, I see absolutely no benefit to this plan at all. Don't get me wrong, I have no problem with fees increasing to keep pace with inflation, support innovation, and to benefit the internet community. However, the 7% price hike is not aligned with inflation (being over 3.5 times the 2019 US inflation rate of 1.81%), nor, as mentioned before, any clear reason for the hike. Unfortunately, the only clear outcome I can see for this move is negative press, and decreased confidence of the internet community in general in ICANN's position and capability to independently and competently manage the domain names for which it is currently responsible. This loss of confidence would be a serious loss for the internet community as a whole, and most certainly outweigh any short-term benefits gained from the $20 million promised by Verisign. The Internet belongs to everyone, It shouldn't be a tool for monopoly companies to make money, we should have the right to own domain names freely. Imagine how ridiculous it would be for everyone to pay for a name management agency in the future for their children's name? I'm just an average Internet user. I just hope that this borderless realm has less collusion. Thank you.

As a small business owner who maintains my own website, I am deeply concerned about the proposed price increases on .com domains. If prices continue to increase unchecked, this TLD — generally regarded as the most recognizable and desirable — will inevitably become unaffordable to everyone but large, wealthy companies. Large companies, especially tech giants like Google and Amazon, already exert an outsize influence on the web, which already threatens its ideal of an open, level, equal-access network. Considering how many previous negative comments were ignored, I fully expect this one to be ignored as well. However, randomly raising prices in an opaque process that is nothing more than a cash grab and futile attempt to go back to the bad old days of having a single entity controlling .com (and other) domains is a great way to guarantee eventual government legislation and possibly even oversight, to protect consumer's rights and the Internet at large, so you should reconsider your current schemes to raise prices with no obvious benefit to anyone besides ICANN and Verisign. - L.
