Hello, I would like to voice my opposition to Proposed Amendment 3. I believe that the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement are verisign itself, at the expense of the public. These price hikes will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. Further, this could prove yet another point of pressure that convinces a small business to make their online presence exclusively in the Facebook walled garden and eschew the web itself. The web, and global DNS, were envisioned to be run for the public good, and they SHOULD be run for the public good. Deals such as this are an abdication of that mandate; short sighted profit chasing at the expense of all else. Please do not adopt this proposal.

Hello, I am strongly opposed to Proposed Amendment 3 to the .COM Registry Agreement. One of the core reasons why ICANN exists is to promote competition, but this amendment seems to do the exact opposite. Allowing Verisign to operate as a domain registrar will give them too much power to control pricing and shut down competition. If anything policy changes should be made to encourage competitors of Verisign, not to give a company with significant power over domain name pricing even more control. To ICANN owners and management, The closed-door agreement with ICANN and Verisign is unfair to consumers but profitable for both ICANN and Verisign. The 7% annual price increases over 10 years can result in a 70% price increase in .com domain names for no good reason whatsoever other than collusion between ICANN and Verisign. Both of you profit at the expense of the consumer with no logical reasoning to support the increases other than increased profits for both Corporations. This increase would add 70% to the current $7.85 price, which would bring it above $13.40 per domain. What is your justification for these increases, other than increased profitability for yourself and Verisign? Informed consumers would like to know. It is completely absurd to even think about rate hikes and appears to be nothing short of a money grab. Making way for increased pricing on domains will severely hurt small business owners and individuals, while simultaneously allowing larger corporations to buy up domains that have become unaffordable to the regular citizen. I am writing to voice my opposition to the Proposed Amendment 3 to the .COM Registry Agreement. I am a fledgling entrepreneur who is preparing to open her own business this year. As such, I have registered several “.com” web domains for my new business. I am a one-woman online enterprise, and therefore need to keep my overhead costs low. While I would love for my business to eventually expand, it will always be a small one. It will therefore never be able to compete with the likes of the big name tech and retail giants, nor be able to afford to pay the same prices they can for branding and maintaining top-dollar domain name (i.e., “.com”) registration. If the new, more expensive registration pricing were to take effect, I would likely have to buy new (non-.com) web domains, move my entire website, change all of my email addresses, and updated all of my printed and digital promotional materials accordingly, and so forth. Additionally, upon losing my original .com domain registrations, it would be open to other entities purchasing them and taking advantage of any brand recognition that I had already built under their names. This would likely lead to a lot of confusion and loss of customers, business contacts, revenue loss, etc. In the end, the only ones who gain from this situation are Verisign and/or ICANN. Small businesses will be disproportionately affected, while the biggest firms will likely go untouched. Please reconsider this proposal, as small businesses are the bread and butter of economies all around the world, and every penny counts greatly when keeping them in operation. If I am forced to decrease my holdings, the result will not benefit Verisign, as it will not benefit ICANN. Dear Madam, or Sir, I am concerned about this amendment to the Registry Agreement because it will affect, not just me, buy any individual who would like their own domain name. I am 100% sure that no corporation will object to the 28% cost increase every six years as they earn money off their domain name and paying almost any amount would be acceptible to them. However, there are a great deal of small businesses that would see this as a burden as well as individual users out there that have purchased their own domain name and are using it for personal use, not commercial use. Several of us have multiple domain names, if for no other reason than to protect our own names from being used to run a website. I personally have about 6 that I use to protect myself and my family while also allowing my children to be able to have a domain name that is exclusively theirs. 20 year Cost analysis: $ 7.85 / year 2018 $10.29 / year 2023 (31% increase over 2018) $13.49 / year 2029 (72% increase over 2018) $17.68 / year 2035 (125% increase over 2018) $23.17 / year 2041 (195% increase over 2018) I am aware that the 7% is a maximum per year for each of the four years and, theoretically, there could be no increase or a sub 7% increase some years, however, I have little faith on this being the norm and, most certainly, CANNOT plan on it being any less than the full 7% in any fiscal plans made. I understand it would be extremely difficult for you to create a regulation that would charge businesses more and individuals less, however, that may be what is required at this time. This would leave a loophole for businesses to have an individual register their domain name, however, no corporation of any size will be willing to leave their domain names in private hands. This would also allow fledgling businesses (aka startups) to keep their costs low at first. Remember, many businesses have been started in individual's garages. You may also assume that all ".com" domain names are used for, or are supposed to be used for commercial purposes, however, this is not the case today. If this had been defined and enforced from the beginning of the internet, this would be a non-issue, however, to start enforcing it today would cause many many individuals to lose their domains. Yes, there are other top level domains they can move to, however, that doesn't alleviate the fact that they would be losing an asset they had invested much time, money, and resources acquiring. Please keep the annual fee very low or consider a more flexible charging system for the .COM top level domain that will keep it accessible to individuals and small businesses. Thank you, Mansoor P

Verisign has not met their burden to show that price increases are necessary to protect the registry infrastructure or improve services. By all appearances, this is merely an effort to extract profits from a captive market. This will drive out innovators, and smaller companies who cannot compete at the higher prices. Dear ICANN, As users of the internet, we enjoy the neutrality of such platform first and foremost. With a proposed price increase in .COM domains alongside what looks like a financial bribe, ICANN as an organisation is essentially abandoning their non-profit status in an attempt to benefit from the Internet, an invention that was created for the ease of information exchange. Furthermore, while there might be sufficient reasoning behind such a change, this decision will taint the reputation and authority of ICANN if the spending of the alleged $20 million dollars remains undisclosed. Personally, the Internet to me is a valuable place to freely express my thoughts and opinions, and I suppose same goes for billions of others too. Privatising this technology is equivalent to using fossil fuels, where the rich benefits from resources that should be shared by all mankind. I will leave you with a quote by Sir Tim Berners Lee himself - “When something is such a creative medium as the web, the limits to it are our imagination.” I sincerely hope you will take my opinions into considerations when making the decision on the proposed amendment.
