I watch with alarm as various barriers-to-entry are being raised on the Internet. I can enumerate various of these if necessary, but I believe that they are fairly obvious. An increase in the wholesale price of registering a .COM domain, which increase will largely be passed-on to registrants, would be yet one more. As an economist, I look upon the present structure of registration as a product of bad economic theory. In real terms (that is to say, adjusting for more general changes in prices), the cost of wholesale provision ought to be declining even in the face of an increase in funding for ICANN. If Verisign's inflation-adjusted costs are increasing, those increases result from the X-inefficiency of a monopoly, which monopoly should be phased-out of existence.

Dear ICANN, One of the great things about the internet is the ability for almost anyone, with almost no money, to be able to buy a little dot-com and make something of it. I cannot start an oil company or an electronics company, but I can start an internet business for just a few dollars for hosting and a few dollars for a domain. (Not to mention that many, many not-for-profit organizations use dot-com domains, as well.) Allowing Verisign to massively increase dot-com prices will have a significant impact on the freedom of the internet. It appears, from the outside at least, that ICANN's decision-making is so separated from the voices of everyday internet users that you may not realize this. There may be tons of new TLDs, but do you think my mechanic is suddenly going to be able to switch over to another TLD? No. No one in the real world has ever heard of .biz, let alone .cars. These changes benefit one constituency: the internet-industrial complex. Not the user or the small-time entrepreneur. Dot-com is the internet, and will be for the foreseeable future. What's more, the anti-democratic nature of ICANN's decision-making processes run against the inherently democratic nature of the internet. To see the long-term impact that this will have on ICANN's legitimacy, one need look no further than the degradation of public trust in institutions that has occurred in democratic countries the world over in recent decades. You cannot make back-room deals and expect to remain relevant in the long-term. This is a really bad decision made in an even worse way. By the way: If you're looking for a model to increase the legitimacy of your decisions, might I suggest citizens' assemblies. You may have heard about the national citizens' assemblies on climate policy in France and the UK. These are tried and tested ways for a representative sample of everyday people to be genuinely involved in complex policy-making. They harness the wisdom of crowds in the most productive of ways -- the ideal of the internet IRL. They're better than elected representatives and a hell of a lot better than back-room deals. To whom it may concern: As I've been reading, the amendment 3 will increase the domain's fees. I don't have to explain the impact it will have on the internet, specially in counties with low economies. While in the US or Europe is not a big deal, in so many places in the world even $1 USD is a HUGE difference in the price. Might mean to eat for three days or not. To buy a domain, or not. If this happens, it will be a stopper for people in those countries, and also to their economies. And that was one of the benefits that the Internet was giving them. So, please, think also in situations outside our economic environments, and the impact it will have in people's life. Thanks for your time.

First, thank you to Cyrus Namazi and the ranking members of Global Domains Division for the opportunity to provide comment on the proposed Amendment 3 to the .COM Registry Agreement. Advena recognises the significant importance of maintaining an open, inclusive and diverse internet. ICANN, which has a critical role to play in empowering this connectivity, has historically demonstrated its commitment to this idea; the idea that the internet should be accessible, and embrace all positions - including, of course, the idea that on the internet, everyone’s voice is equal. The proposed amendment does not pass this test. Amendment 3 would introduce deeply concerning questions surrounding the integrity and motivations of ICANN. The presently proposed Amendment 3 includes a $2M support deal, but no clarification on how these funds will be used, and how these funds may benefit the community as a whole. It seeks to damage the ease of free expression with TLD price increases. This amendment projects to the world that concerns relating to operations of TLDs are only notably addressed when money is a motivator. Conclusively, and without shame, the amendment stands to confront the diversity of ideas and information on the internet, and if passed as it reads today, introduces uncertain questions surrounding the future of occupants on the .COM TLD. When incredible, talented people are not able to easily and affordably express their ideas on the internet, everyone loses. Advena does not support the Proposed Amendment 3 to the .COM Registry Agreement.

Under this proposal wholesale .com domain prices can grow by more than 70% over and above current prices over the next decade. And those increases do not include increases in exchange rates affecting users of the .com tld outside America. The proposed increases are excessive; if prices are to be increased the increase should be limited to levels corresponding to cost-of-living increases or inflation as measured in US$. The previous rule preventing the operator of .com from operating as a domain name registrar should be retained. Allowing a company that controls almost 85% of the registrar pricing for domain names to operate its own registry would be a bad move affecting consumers and competing registrars. I, like many others across the world, started out as self-employed and have finally taken the courage to buy .com domains to commence educational businesses first on a domestic scale (in the UK) with the intention of reaching out to children and young learners across on a global scale. I bit the bullet of buying multiple .com domains precisely for the approachable fees. Extortionate rates would have put me off as a start up and without the .com domain, my businesses would not hold the same image of professionalism and accessibility as it does today. Many .com domains are owned by small businesses. Fee increases can affect companies in a lot of negative ways, and with continuous increases fewer and fewer businesses will feel that the .com TLD is reliable to own. It sounds like ICANN is making this change for a big payout from Verisign. Who is that money going to? Is there a clear and transparent budget? This feels a lot like a shady deal to make more money off of the internet community to me, while siphoning money off the top to Execs. More transparency about this would be good: Verisign agreed to pay ICANN an additional $20 million dollars over five years to support ICANN's domain name system initiatives, without any clarity about how ICANN will spend the money, or who will ensure that the funds are properly spent on domain infrastructure. To Whom It May Concern, I am a client of NameCheap and they inform me that Versign is going to be paying ICANN $20 million dollars and that Versign will permitted to compete with domain name registrars. This is appears to be a conflict of interest between Versign and ICANN of Section 1.2 Conflict of Interest Policy. The $20 million dollars paid to ICANN will get passed to the domain name community – please don’t think that Versign is giving you free money. This is also an ethical conflict of interest as you claim that you want price competition but NameCheap states that you negotiated this deal in secret. No deal in history that was done in secret has ever resulted in price competition. I am sure that a better deal could be discovered if there was public input. However, I have seen various entities use public comments as public relations and have ignored the public’s concerns. Hopefully real public input would occur. No one entity should control the majority of top level domains such as Versign. NameCheap indicates that Verisign controls almost 80% of registrar pricing of domain names. This is a monopoly. Monopolies do not result in price competition. Monopolies result in price increases. The top level domains should be split between a dozen companies who are forbiden to act as registrars. Unfortunately, this appears to be a back room deal, if true that it was negotiated in secret, and one that will result in price increases. Why would it be in the public interest to have Verisign compete with the domain name registrars? I am sure that another method can be discovered to raise money for expenses that is fair. If allowing .COM price increases (or any TLD price increases for that matter) are so important, I would love to see some reasoning for it. Solid facts. The advancement of technology and the internet structure as a whole should allow us to CUT prices, not raise them. How can ANY business in ANY industry be able to cut it’s prices when more of their products are ordered, but in this scenario it sounds like it’s the complete opposite? Pretty sure price rigging is illegal for a reason… Until there are solid facts as to why prices should be raised, I am AGAINST raising .COM prices. It will only prevent more people from purchasing them and to look at alternate options (and there’s plenty). -Geoff

Madam/Sir, here are my two comments: (i) As a registrant of multiple .com domains I am strongly against the proposed price increases. I see no reason why price increases should ever exceed the rate of inflation and even that's somewhat questionable given the singular position Verisign has in the .com TLD ecosystem. (ii) Would ICANN please stop this practice of secret negotiations at the end of which they're trying to shove their "deals" down our throats.
