Hello ICANN, I currently have several business domains, all .COM domains from Namecheap. I am disturbed about the proposed changes to the .COM Registry Agreement. I don't want Verisign to be able to charge me more money each year for my .COM domains. Many of us run small businesses and can't afford to have domain prices skyrocket year after year. Since most of our customers and prospects search for .COM first we have built our businesses around our domain names with the expectation that they will remain reasonable costs. As a business owner, I didn't choose a high cost domain .COM name for a reason. By raising prices each year you will put many people out of business. If they can't afford the .COM name, people won't create online businesses if they have to use another domain. Why is Verisign paying ICANN $20 million dollars over 5 years? Why is that money not being used to keep .COM domain prices LOW for the CUSTOMERS you have now? You will lose customers if prices go up more than 70% over the next decade. Please keep .COM domain prices affordable so that entrepreneurs can stay in business and also create new businesses as they want to without being stopped by a high .COM price. The ICANN domain name system initiatives should be structured to keep services reliable, but not at such a high bar that small businesses and individuals cannot afford the cost of a domain name. I am writing in light of recent news that ICANN plans to raise prices of .COM domains. As a small business owner and student who runs her blog with .COM domain, this decision will significantly impact my ability to continue something I am extremely passionate about. I do not believe this should be the case. You will be shutting out small business owners who cannot afford to pay extortionate prices to rely on .COM domains for their brand which is purely unacceptable. I am especially disgusted that the reason this is supposedly happening is due to you accepting a $20 million bribe from Verisign. I am appalled that you would be willing to seemingly rob small businesses, bloggers and other site owners who rely on .COM domains of the ability to share their work, products or stories simply because they cannot afford the prices of .COM domains in the future with your planned rises. I have spent several years building my .COM domain, using my site as an outlet to share my writing as a student and running my site has been incredibly beneficial to my mental health as it allowed me a platform to voice my struggles. Yet, if .COM domain prices rise, I will not be able to afford to do this. People like me cannot afford to spend hundreds - or potentially thousands - on .COM domains especially if what we run doesn't gain profit and is rather for passion. You will push out and alienate so many talented, hardworking people with these price rises and rather than making the internet accessible, you are choosing to ostracize poorer communities. I would urge ICANN not to do this. Please do not do this! The .COM TLD is one of the most popular and most accessible TLDs. The price increase will hurt a lot of businesses, including many small ones which are ok with the current prices, but will struggle with price increases. This should not be happening. Leave the internet as it is!

Hi folks This could be seen as corrupt We often think of corruption as under-the-table payments in brown paper bags. However, corruption is defined more broadly than that. It’s the use of public goods for private gain. “Private gain” includes not-for-profit corporations, which despite being NFP, can gain from certain arrangements. Not all corruption is illegal. This is a matter not of law, but of ethics. ICANN has, since inception, argued for the DNS as a public good as justification for its monopoly control. It’s therefore disturbing to see ICANN entering into an arrangement under which the other party will be given permission to increase prices for the .COM domain, and ICANN will receive $20m from that party. An alternative, more transparent and accountable way for ICANN to raise funds is to increase the fees we, the users, pay ICANN directly. This would allow ICANN to exercise its governance responsibilities without conflict of interest. Best David Week

Dear ICANN, Please do not allow Verisign to increase wholesale prices to registrars. I can hardly afford to register my own domain plus hosting services to maintain my own website. Allowing increased prices would shut down a lot of small website operators, meaning much of the internet's websites would go down simply because of cost. I also disagree with Verisign being allowed to become a domain registrar, this is an anti-competitive practice. Making these changes that benefit Verisign while recieving a $20 million kick-back is not right for the public and is extremely damaging to website owners like myself. Thank you, Ira

I have owned my domain for years. My email, my identity is tied to this domain. This agreement will make my personal domain registration too expensive to afford and force me to abandon my online identity and brand. This agreement renders registration (which is already expensive considering how small the overhead is for registrars) unattainable for the general public. Something stinks about this deal. Instead of accepting $20 million from Verisign, why not just raise your icann fee? I'd rather pay your organization directly than enrich verisign which has a monopoly on the .com TLD. Having been a very early participant in various parts of what became the internet, and a quite early registrant for a domain name (nashinfo.com -- where so many spam msgs arrive that the uottawa email is safer), I am concerned that the amended agreement between ICANN and Verisign could lead to increased prices without any improvement in security or service. A great many small businesses rely on the brand they've created using their .com web sites. To raise the prices significantly puts an undue burden on these businesses with no benefit to them being shown. What benefit do the website owners, or users, gain from this type of increase? As a low income disabled individual, I rely heavily on my personal .com domains for many aspects of my life. I've had my domains over a decade now and increasing the price 70% would force me to cut some of them. Please reconsider taking Verisign's money in return for increasing prices for the likes of myself. I doubt big businesses are going to care about these price increases, but they are not the ones most impacted by this. Thanks for reading! -Justin

To ICANN members: As a holder of several .com domains and a citizen of the Internet, I oppose the proposed amendment to the .COM Registry Agreement. I oppose the substance and implementation of the proposed changes, but more than that I am very deeply concerned about the closed-door negotiations that produced the proposal. The Internet has created enormous wealth and opportunity precisely because of its open structure and transparent communal management. From your own mission description: "At the heart of ICANN's policy-making is what is called a "multistakeholder model". This is a community-based consensus-driven approach to policy-making. The idea is that Internet governance should mimic the structure of the Internet itself- borderless and open to all." A consensus-driven approach requires open discussion among ALL stakeholders and unanimous support for major changes. Until you have engaged in an open, honest discussion with all affected parties, including end customers as well as domain-name wholesalers, you cannot claim consensus. These proposed increases to .com domains will do nothing but put the web further out of reach to common people. The beauty and success of the web is rooted in how accessible and democratic it is for everyone. Regular people need to be able to participate, publish, start businesses and otherwise contribute to the web. Gouging everyday folks flies in the face of everything that the web stands for. Don’t give the web to the rich. Leave it in the hands of people who are also creative, but don’t have the same deep pockets. That would be a huge mistake. Andy Griffin

While I understand the financial incentives to raise prices, raising .com prices will destroy the nature of the internet. Right now, someone with a good idea and some knowledge can make something that has millions of users tomorrow with a very little amount of money. Raising the price of .com domains will just make it harder for people to share what they have to say online. I think we all agree that censorship and the internet aren't compatible.

I oppose Amendment 3 to the .COM Registry Agreement. I believe that allowing wholesale prices for .com domains to rise 72% over 12 years, which is far more than the rate of inflation and also far more than Verisign's underlying costs of maintaining the registry could possibly increase by, will *dramatically hurt the internet ecosystem*. It will especially hurt small website operators, like myself, and will discourage internet users from creating blogs and personal pages, with the end result of reducing democratization of the internet. Verisign reported a 69.4% operating margin in Q1 2019, so they clearly do not need the extra revenue from this price hike. ICANN has granted a monopoly over .com to Verisign and *ICANN has a duty to every internet user on the planet* to carefully regulate this monopoly to prevent abuse by Verisign. The only conscionable thing to do right now is to *freeze wholesale .com prices* and re-evaluate 5-10 years from now. A policy that allows price increases tracking the rate of inflation (but no higher) may make sense in the future, but right now Verisign is already collecting far more from their .com monopoly than any company would be able to in a competitive market [1]. It's simply not right to allow them to raise prices at this time. - Kerrick [1] For example, Alphabet, a highly successful player in a very high-margin industry, has an operating margin of around 25%. Verisign's operating margin is over 2.75 times that.
