To whom this may concern, Verisign is already monopolize the whole domain name system with .com, not to mentioned the contracts secured with ICANN in the domain name spaces. This amendment benefit everyone but consumers, a classic business strategy when the majority of the internet users are all locked in to the domains that registry can control their market price. In the age of market dominance by large corporations which spy and sell user data, we must stand against raising prices on the domains. The independent web property with a unique domain is still one of the most open ways to get your voice heard. By increasing prices, we will build a higher entry barrier. The technological infrastructure costs are going down every year, I don't think we have any reason to raise the price for .COM

ICANN is supposed to govern the domain name system in the public interest. Small businesses such as mine already spend a big chunk of our running costs on online and digital expenditure. The internet is our shop window and we cannot exist without it but that is no justification for Verisign to exploit our dependency. Ladies and Gentlemen: The price rises proposed in this amendment are deeply troubling. The internet was, when it was founded, a democratic medium, one where a small business with a great idea could shine as much as a big business could. Look at the companies that rose in that early era, such as Googlecompanies that started with low cost, including securing a dot-com domain name. The internet of the '90s was for the many, not the few, and this great equalizing effect produced innovation. Small- to medium-sized businesses no longer needed massive budgets to reach potential audiences. Part of this democratization is the ability for anyone to afford a domain name, to compete on a level playing field with larger, better financed organizations. Raising costs to a prohibitive level for some will harm innovation: for one, people will not be able to have the legitimacy that a unique domain name would give them. It would affect their efforts to give their creations a unique brand name that will help them market their ideas. It would also give an advantage to better-financed citizens, which to me flies in the face of the raison d'être of the medium. The United States is already being harmed immeasurably by its change in philosophy over monopolies: once considered harmful to innovation, giving rise to your antitrust legislation, they are now being tolerated in certain casesone only needs to look online to see where this has got us. Internet giants dominating the landscape, making it far more difficult for competitors to stand out. And competition, I thought, was helpful to a country that so believes in a market economy. The fact that Google, Facebook and others offer "free stuff" is deceptive: people might not be parting with cash, but they are parting with their identity. My point is that there are already forces that work against individuals and small- to medium-sized enterprises, and ICANN is putting up one more if these substantial price increases go ahead. Raising domain name prices, especially in the dot-com space, therefore, stifles the economy in numerous ways. In my opinion, the negatives outweigh the positives, and I urge you to keep the dot-com TLD accessible to all individuals. The Domain name system is one of the most vulnerable parts of the internet to oligarchic takeover and step like this one are how they intend to implement it. Despite it's prominence the dns system is actually entirely optional & should be replaced with a more honest alternative. Actions like this and those taken last year with the .org domain represent an assault on the freedom of the people of the world and will give other organisations the political imperative to abandon the dns system altogether, it’s in ICANN and Verisign’s interests to refrain from continuing down this foolish road towards complete irrelevance.

I am a registrant of a .com domain name and work in the domain name industry. The new registry agreement contains various concerning issues that must be addressed before the agreement can proceed. The way that increases in registry fees are negotiated between ICANN and the Registry operator is anti-competitive and violates the rights of the parties that will ultimately have to pay these fees. Change in registry fees should be subject to negotiations between the parties to the registry-registrar agreement, e.g. Verisign and the accredited registrars and subsequently subject to review and approval by ICANN (to compensate any inequalities in negotiation powers). ICANN unilaterally agreeing to changes to registry fees without consulting the parties subject to those fees is anti-competitive and essentially disenfranchises registrars of their negotiation powers. I also am concerned about the proposed changes to the registry-registrar agreement that are included as part of the amendment of the registry agreement. Essentially this amounts to creating new obligations for contracted parties and registrants through the back door without policy. ICANN is proposing to create new obligations for parties that are not even at the table in these negotiations. Any changes to the Registry-Registrar agreement that create new obligations for either side cannot be unilaterally imposed by ICANN or the registry operator, but must be negotiated and/or approved by the parties to that agreement, subject to ICANN approval. Top-level domains are a necessary feature of the Internet that was devised to make life easier for users, not to create a business out of it. The practice of charging form registries can be accepted, as long as it is meant to cover the costs of the infrastructure. ICANN was kept in charge of it, as a bona fide institution that is meant to keep the Internet going. Turning the registry business into a for-profit monopoly that goes far beyond the mandate to keep the infrastructure going and recouping the costs is a complete subversion of the original spirit of the Internet. If ICANN turns into a money-making machine or allows other to do that, taking advantage of its monopoly power, it will invite the creation of alternatives to the current model, and either subvert the Internet as we know it, or put it into the hands of other institutions, creating future uncertainty. The idea that increasing the dot com registration costs on a near yearly basis is ridiculous. The undermining going on here, as a way to probably make up for the fact that dot com registrations are slowing is purely evil. The fact is that everything has its limits and this definitely will just give another TLD the opportunity to grow. As the costs become obscene, people will just stop using the dot com TLD and rebrand elsewhere. I personally object to this idea, and it will limit my ability to use the dot com TDL, and I will look for other more reasonably priced alternatives. I am a concerned business owner with multiple .com holdings and reliance on the internet for many purposes, as well as a user of the internet that is concerned that smaller entities (financially speaking) could be disadvantaged by the proposed changes. Based on my understanding or the current proposal, I urge that the following concerns be addressed before adoption. 1. Excessive increases to .COM wholesale prices will be a burden on small business and start-up companies. There should be a cap on the total increase allowed for the 10 year period of no more than 50%. 2. Additional funds paid to ICANN should be for clearly designated purposes and some persons/entity should have authority and responsibility to ensure that funds are spent in the designated manner or, if no longer appropriate, spent to enhance domain infrastructure. Hello, As governors of the Domain Name System, ICANN must act in the public's best interest and stop the proposed .Com price increase. It is unwarranted and will not result in Verisign "enhancing the security, stability, and resiliency of the Domain Name System" as called for in Amendment 3. I analyze stocks for a living. Verisign is already wildly profitable. They've had ample cash flow available for years to make such enhancements however their executives have instead chosen to use it for stock buy backs. SEC filings show that over the past 5 years Verisign generated $3.5B in cash flow from operations. Of that, they have used over $3.3B to repurchase their stock while spending only $194M in capital expenditures. In 2019 alone they spent $783M buying back their shares. How can ICANN justify any rise in price on .Com registrants in the face of such corporate greed? If you allow Amendment 3 to go forward you will merely further enrich VRSN shareholders at the expense of the general public. Sincerely, Jeff Ducharme

Dear ICANN Team, I am writing to share my views on domain prices. I, and my colleagues and everyone else I know in the business are complaining about the rise in domain prices. If this goes on like this, we have no option but to decrease our domains (ie. not renew them). This means bad business for domain registrars, so starts an endless loop of challenges. If we want a better and safe future for the internet, we should make shure that the domain prices do not go up and equally important: that the domain prices are predictable. After all, we are all in the same boat, we need to be more supportive and careful. If this goes on like now, I am considering to change my business and go to another sector where the future is more predictable. Best regards Mel Dan

I am a .com registrant and am associated with the secondary market. I am against the proposed price increase to .COM domains. No one other than Verisign and ICANN benefit from the increase. ICANN is supposed to govern the domain name system in the public interest. The public has a vested interest in reasonably priced domain registrations to foster innovation on the internet and allow the individuals to maintain a presence on the web. -- Daniela Valero

The .COM domain zone is a world leader among other domain zones and a global benchmark for the development of modern Internet technologies, and the Internet business as a whole. Recently, however, traditional domain zones have been under tremendous pressure from new domain zones and social networks. Therefore, it is very important for the world to have affordable and reliable .com domains, as this contributes to the development of the modern information business and information technologies. The current registration and renewal prices are reasonable and adequate. Any increase in the prices of .com will cause a decrease in the development of projects in .com and the flow of potential customers to other domain zones or social networks. According to experts, the amount of funds necessary for the reliable functioning of the domain infrastructure (taking into account the number of domains in this domain zone) is about $3 USD per year for one domain. All of the above is the desire of the registry operator to get rich at the expense of domain owners. Removing the restriction on price increases will lead to negative consequences for the world community. Business is good, but only if it is done not to the detriment of the interests of the world community. I ask you to prohibit price increases for .COM, since current prices are sufficient and reasonable, and fully satisfy the needs for ensuring the security and reliability of the domain infrastructure and contribute to the development of the .COM domain zone, and is in the interest of the world community. I am a registrant of a .com domain name. I am against the proposed price increase to .COM domains. No one other than Verisign want increases in .COM prices. The current rate of $7.85 is already far more than justified. Verisign is merely your manager of the .COM Registry – it has no business dictating the price.
