As a working artist, I use a .com website to promote my work to directors and artists as well as a teaching tool for young artists to learn about the craft of acting. I am not a corporation that can afford to have large changes made to my cost of living. I work three jobs in the arts and make enough to live and save for when I cannot work any longer. Your changes to the contract with Version, Inc. seem to be motivated by greed and not by necessity or any forethought for other people’s well-beings. I understand that you made no public access to these changes but instead made these changes in secret. Since I am paying you through my annual usage fee, I feel that it is your duty as a fellow human being to have been transparent in your business dealings. You have not. As I understand it, your new dealings with Verisign can lead to an increase of 70% of costs to us. That is not affordable for me. The internet is a place for common good and shared information; please do not limit it to only the wealthy. They do not have the corner on the creative ideas that will bring this world into a better place. The wealthy only have money. It’s not power. It's just paper. Please rethink what you are doing. B. Hi, Please dont be profit minded, as it will impact lot of small businesses and individuals also. What is the running expenses for maintaining the .com domain system. Is it being met by the current fees that is charged for the same. If the current fees cant meet the running expenses, then look at adjusting the fees such that it can meet the running expenses. Also add the cost for doing some amount of research and development for improving the system in responsible ways. On top of it adjust for inflation and nothing more please. Hello, I am a domain name reseller to average joe end-users and the proposed price increase schedule and percentages are going to squeeze the smaller resellers like myself who already have very thin margins in order to compete with the big box registrars. Small resellers provide superior customer service and target niche use cases for domain names. Small resellers are also helpful to people who are not very internet savvy and appreciate familiar support relationships that are on a first name basis. If I pass on price increases, many customers will drop their back-shelf names or transfer to larger registrars who's large scale and extensive up-sell opportunities allows them to absorb price increases. Price increases are also unfair for lower income individuals who can not afford to plan ahead and renew their domain for 10 years at the lower rates before an increase. I own at least 20 domain names that I use for various reasons such as family, my small business, my wife's small business, and even a few projects. Domain names are something we must all use. They are not optional. For that reason alone and for the continued openness of the internet and communication, domains should be getting cheaper not more expensive. Please consider the millions of small business owners and personal projects as well. Many of us are already trying to find ways to get the prices lower. Raising them would force us to cut off certain projects and businesses. Not to mention the most important effects, the internet will be even less open. What you're doing is wrong.

I strongly oppose the Amendment 3. ICANN may have the right to receive more monetary support. However I am troubled with that fact that ICANN has a monopoly over the .com and doesn't have a price cap on what they can charge. The domain name system has been set up for the public interest. To stay fair for all parties involved it should continue to operate as such. Without a price cap we run a huge risk creating an environment where only large companies can participate on the internet. I strongly recommend that ICANN to not adopt this proposal, re-review the proposed amendment and consider replacing the price cap (albeit higher). Best regards, Jason Rogers UT, United States

To: ICANN, I, an owner of a .COM domain, am providing feedback to the "Proposed Amendment 3 to the .COM Registry Agreement" Public Comment period against the latest moves of ICANN and Verisign. I do not support the decision based on: 1. The lack of transparency in ICANN choosing Verisign. I support full transparency to the public in such matters. 2. The lack of public bidding for partnering with ICANN. I support market competition in finding partners. 3. The new Verisign monopoly powers that will allow it to control all domain prices. As an owner of 80% of registrar pricing this is too much power. I support weakening Verisign by not giving it more power than it already has. 4. The new Verisign powers to increase .COM domains by a 7% per year (2020-2023), a three year freeze on price increases, a 7% per year (2026-2029), and so on. I support zero price increases. 5. Please ignore all the ignorant people that got sent here by either namecheap or other domain registrars. They don't understand what is happening in this amendment. If I have read this correctly, that 1. It would only allow a 7% increase for the last 4 years of a 6 year period (So shall not exceed $10.26 until Oct 2026). 2. That this amendment is needed because the Agreement from December 2012 in section 7.3 Subsection (d).i is not no longer effective and since it looks like section 7.3 Subsection (d).ii is still allowed that registrars can still do the increase based on this policy, so Amendment 3 would put a lock down on that, and stop the exorbitant increases due to security risks and DNS attacks. 3. That Verisign is still required to give 6 month notice to all price increases. Allowing registrars and customers to renew for up to 10 years @ the current price before the increase, locking in the wholesale price. So, I hope this comment make some sort of impact. The people just calling for you to stop this amendment and yell about price increase, are actually about to hurt themselves! Thanks, Aaron Smith

It is unfair to let Verisign charge so much for .com registry. There is no reason it is so expensive to register a domain. Domains are now so plentiful and everybody depends on them to do business. There should be a decreasing price, not an increasing one. There is no reason to let Verisign abuse customers and when ICANN takes a huge multi-million dollar chunk of it, clearly we know there is corruption all around the system. Stop the corruption. Do not raise .com prices.

Hello, Following reviewing the documentation I see several issues with the proposed amendments. There appears to be no clear binding requirement nor oversight on what the proposed additional funds would be spent on. Further, the proposal to raise the wholesale price of internet domains poses a significant threat to freedom of expression. By allowing the costs to increase exponentially, it raises a spectre that only those of wealth will be able to afford to publish opinions, resulting in a narrower and less diverse field of opinions and expressions. This is a situation that is concerning at best and terrifyingly dangerous at worse. I encourage all members to amend this and keep the costs fixed for the good of all as well as increasing transparency on where funds come from and where they go. This increase will have a negative impact on nonprofit, school, and community organizations. The new tax code is already challenging funding support with the treatment of deductions for donations to organizations. While the .com extension is designed for businesses, smart nonprofits realize they are a business and have a brand to protect. ICANN and Verisign Inc. in the new world (information age) of the internet sound very much like the railroads in the old world (industrial age). Both ICANN and Verisign Inc. have “natural monopolies” which came from government authorizations, just like the railroads did.Private contracts are very difficult things to find out about.Finances are difficult to unravel.From what little I know, it appears that ICANN and Verisign Inc. are more, but not much more transparent than the railroads’ private contracts and finances. Individuals within the corporations which owned the railroads became very wealthy largely due to insider private contracts and opaque financial transactions.The railroads ended up being regulated by the federal and state governments because of their “natural monopolies” and their regard for personal profit over public welfare. In other words, in the industrial age the government gave the railroads a monopoly, protected that monopoly, allowed greed to run rampant until it became repeatedly painfully obtuse, then regulated them.This is a similar situation, not exact, to the monopoly the government has allowed ICANN and Verisign, Inc. to have in the information age.History repeats itself. I have legitimate and reasonable concerns that the monopoly (ICANN and Verisign Inc.) that the government has allowed to govern the domain area will result in higher prices to the consumer.Unfortunately, corporations and individuals need to be restrained or greed usually prevails.Put price restraints of some sort on increases for domain names.

If we apply free market principals to the fact that the company (Verisign) has the right to increase prices, then we also have to apply the same principal to the fact that there is no reason for Verisign to have a monopoly over the TLDs that it represents (COM and others). At the end of the day, dotCOM is not the property of Versign but of ICANN and Verisign is all but a registry. There are many other equally qualified companies who can perform the same operation as Verisign and maybe more effectively and efficiently. Increasing prices without any clear and acceptable justification is against the principals of ICANN and a crime against the internet users, who will have no option but to accept the price increase.

I am a registrant of a .com domain name.  I am against the proposed price increase to .COM domains. No one other than Verisign want increases in .COM prices. ICANN is supposed to govern the domain name system in the public interest. [liuwen] [China]

Hello, I would like to voice my opposition to the Proposed Amendment 3. The only entities that stand to benefit from the proposed arrangement are verisign itself, at the expense of the public. While price hikes such as this likely won't mean much to the larger business concerns that buy in bulk, it will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. Verisign should not be able to raise the price of a .com domain. They have a monopoly on those domains and it costs only $3 to register one, so they shouldn't be able to consistently raise the price for users who are registering a .com domain.
