I have, over years since 2003, managed near twenty websites: four for myself, and the rest for clients. All these have been small-time sites, of great importance to their owners, but apparently of little importance to iCANN. We are appalled at iCANN’s indifference toward public comments—even to the extent of treating some as “SPAM”. We are discouraged by the seeming futility of our expressions. Nonetheless, I send this opinion in the hope that a human being will read it and be able to contribute it as a force in guiding future actions. Management of TLDs for gross profits is a delicate affair and should not be taken lightly. Yes, I know the folks involved have to “pay the rent and put bread on the table.” But for those of us with websites, free expression is involved. In my case, we don’t have calluses on our ears from the outflow of money. Ridiculous price increases for retention of our websites will be a hardship, if not an impossibility. We may find that the web becomes a realm occupied by the wealthier, and the content thereon correspondingly affected. The web may become more a rich folks’ arena. That iCANN and Verisign could conspire in secret for monetization of TLD management goes against the spirit of free communication upon which the web was built. The web can help folks speak together and work together only if the channels across which they do so are managed wisely. This is an urgent concern in these times of environmental crisis, but no doubt will remain so as long as folks can communicate—which being, the foreseeable future. I believe: - iCANN must retain management of TLDs; - iCANN must understand the wisdom required to undertake this great goal of vast public interest; - iCANN must pledge to pursue web management activities in good faith and with the honor it deserves; - iCANN must submit to public scrutiny of its management practices, and submit to appropriate actions when its practices fall short of its responsibilities. iCANN’s future and the management of TLDs in the World Wide Web, I realize, is no mean task. I ask for iCANN’s patient and thoughtful regard to the interests of not just large corporate concerns but also small individual voices. Our future screams out. Dear Sirs/Madames, I understand ICANN wants to sell the .com domain to Verisign. A for profit entity. I feel this is a grave mistake. This sale will act as a multiplier to the ill considered decision to end Net Neutrality and make it both more expensive and difficult for for regular users, small businesses and non-profits to keep their online presence. As someone who falls into each of these groups, I urge ICANN to re-consider this action and keep the domain in its hands. Afterall, ICANN was created for the express purpose of protecting the internet commons and keeping it the open and accessible arena that was very much promised early on when when the WWW was synonymous with "the information super highway." This new policy seems illegal, where ICANN is specifically supporting Verisign instead of the Internet as a whole. Almost the entire reason everyone forced a breakup of the domain name monopoly was due to Verisign's overcharging. Now, ICANN is proposing free, virtually unmitigated price increases? How many small businesses or individuals is ICANN trying to destroy, or simply kill the .com domains completely? Is ICANN now a subsidiary, or mistress to Verisign? I am concerned about this amendment to the Registry Agreement because it will affect, not just me, buy any individual who would like their own domain name. I am 100% sure that no corporation will object to the 28% cost increase every six years as they earn money off their domain name and paying almost any amount would be acceptable to them. However, there are a great deal of small businesses that would see this as a burden as well as individual users out there that have purchased their own domain name and are using it for personal use, not commercial use. Many people have multiple domain names, if for no other reason than to protect our own names from being used to run a website. Please keep the annual fee very low or consider a more flexible charging system for the .COM top level domain that will keep it accessible to individuals and small businesses. I'm writing against the proposed amendment. I believe that any closed-door negotiations between ICANN and Verisign removes all transparency from the process and causes doubt on the motives of the decisions and proposals that took place. Any proposed amendment where ICANN approved a series of rate increase that Verisign can charge alongside a $20 million contribution from Verisign to ICANN has more than just an appearance of impropriety. A deal of such proportions made by a supposed independent non-profit organization seems irresponsible at best and possibly even corrupt. I request that the proposal be rejected and a more transparent negotiation process take place. -Eric Mandel

This seems arbitrary to me and not in the public interest. As a businessperson and founder of nonprofits, I fully understand the costs associated with business. But such an open-ended fee structure that upsets the apple cart for so many people, and seemingly without rational justification, is perceived as punitive and unwarranted. I urge reconsideration of the proposed, behind-closed-doors rate increase proposed.

I just heard what you are proposing. raising the cost of the .com websites 8 out of 10 years do you realize what this is going to do to the little guy....like me? I have 6 .com addresses 4 are redirects, 2 are actual sites. Thanks to cheaper .com sellers I can afford those .com address But if you increase the cost then I can no longer have that many .com addresses. It’s my understanding that according to a new agreement between ICANN and Verisign, Verisign will be allowed to increase the wholesale price to registrars for .COM domains every year for 8 out of the next 10 years. This means that .COM prices can increase as much as 70% over the current prices over the next decade and will have a significant negative impact on businesses in the US, most of which make little to no profit each year. I believe there needs to be some price caps in place to protect the integrity of the domain name market and stability of small businesses and hobbiest using .COM domains. Look this is stupid what we have works. I run a small business that’s 90% online. That’s how I make my living to provide for my wife and kid. If you increase the prices on the domain registration I will have to increase the prices of my product thus lowering my sales volume. That would make it much harder for me to earn my living and much harder provide for my family. Why are you doing this?
