I am very happy to see the price increment. Those who buy domains in bulks and resell them at hundreds and thousands of dollars more need to be stopped. And this can be the first step. Currently, the manager of .COM Registry did NOTHING to stop them from profiting from those "investments." Who needs hundreds of domains if not for extracting profit from normal users? Have you noticed that they have sent tons of automated messages to this mailing list already? Despite there clearly being potential financial gains to be had by raising the registration fee on .com domains, the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement are verisign itself, at the expense of the public. While price hikes such as this likely won't mean much to the larger business concerns that buy in bulk, it will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. At worst, this could prove yet another point of pressure that convinces a small business to make their online presence exclusively in the Facebook walled garden and eschew the web itself. The web, and global DNS, were envisioned to be run for the public good, and they SHOULD be run for the public good. I currently own many domain names which I have owned for several years. I own my own name for personal website as well as names for my freelance consulting business. I am totally against this Amendment that allows Verisign to increase prices up to 7% per year for the next 4 years. Verisign was already given a monopoly position with regard to the .com registry and permitted to charge $7.85 per domain. Exactly what service do t777777hey provide for this service? In 2019 Verisign had gross revenue of $1.2 billion and a net profit of over $600 million. That's a 50% net profit margin. I must say, not bad. They are doing just fine without this raise in prices. The internet is a public good and this should be kept in mind when determining what a for-profit company who is in a monopoly position is allowed to charge for its services. While I do believe Verisign should be allowed to make a profit since that is why they are in business and enables them to provide a quality service, I also believe that in this case a 50% net profit is more than fair for providing a service that is a public good. What other industry that provides a public good has that high a margin? Also, what other regulated industry is permitted to raise its prices up to 28% over a six year time period, especially since inflation is so low now and likely to stay this way for a while? Allowing Verisign to raise its prices at the expense of the people and in opposition to the public good is just a corporate give-away. As someone who has been managing servers on the public Internet since 1995, and as someone who maintains public DNS servers for a variety of domains, and as someone who understands the costs associated maintaining TLD and root DNS servers, and as someone who remembers the cost of .COM domain registration in 1995 ($35/year/domain), I do not question the need for price adjustments over time. I question the 7% value. There is no indication as to how that value was decided upon. I would like to see justification for that amount. The amount _may_ be justified, but there is insufficient information available to draw that conclusion. Having seen very large and rapid increases in registration cost for other TLDs ( .HOSTING and .HAUS specifically ), I think it is critically important that one of the earliest TLDs ( .COM ) not suffer such rapid cost increases, so I am in favor of a relatively small year to year increase rate consistent with coverage of operating costs. I have seen other comments about keeping domain registration costs reasonable for individuals, that is part of what the large expansion of TLDs was supposed to accomplish. Looking at my registrar, I see plenty of options for TLDs that renew for under US$20, which seems reasonable to me for an individual. Thank you for considering my comments.

I am submitting this comment to OPPOSE the proposed Amendment 3. The global DNS registration system should be run as a public good. It is not clear who the beneficiaries of this Amendment 3 are aside from Verisign. Verisign reported $300 million in revenue and $198 million in operating income last quarter. These price hikes are hardly necessary and will only serve to enrich this private sector company at the expense of the entire internet ecosystem that relies on .com domains for their web sites. It could be argued this is also not in Verisign's own interest as well, as higher .com registry fees will push small businesses and entrepreneurs away from the open web and make it more appealing to operate within the various walled gardens like Facebook. The web, and global DNS, were envisioned to be run for the public good. Deals such as this are an abdication of that mandate. Please do not adopt this. Verisign seems to think ICANN is quite malleable: Quote: Verisign's CEO ( James Bidzos ) : We believe these discussions with ICANN are nearly complete. While it will be inappropriate at this time to provide more details, I can say that we were satisfied with the results so far. As noted, this is an ICANN process and we expect that before long ICANN will be publishing for public comment the documents we have been discussing. Is ICANN's collection of these comments merely a legal formality? Was this proposed policy change influenced at all by the $20,000,000 Verisign agreed to build into Verisign's renewed contract with ICANN? I am a registrant of a .com domain name. I am against the proposed price increase to .COM domains. No one other than Verisign want increases in .COM prices. The current rate of $7.85 is already far more than justified. Given that Verisign does not provide any new service. It's a free milk cow for Verisign. Verisign built the software off registration fee so technically ICANN owns the Verisign software to manage domains. Verisign is merely your manager of the .COM Registry – it has no business dictating the price. ICANN is supposed to govern the domain name system in the public interest.
