The proposed price increase of .com is unfair to the non business user, more so than anyone else. Explain to me how your costs of increased? The infrastructure is there already, this is just a money grab so you can keep yourself, or propel yourself, in the top 1 percent. As a registrant of many domains, I am against the proposed price increase to .COM domains as no one other than Verisign wants and increase in .COM prices. As ICANN is supposed to govern the domain name system in the public interest, Verisign has no business dictating prices. If Verisign no longer wants to be the manager of the .COM registry due to the pricing of .COM domains at $7.85, which is already too high, then there should be a public bid for a new registry to take over. Furthermore, prices should be locked in for at least a 10 year period and prices should decrease over time and not keep rising as all the .COM registry does is maintain a database of information, and not much more... Making deals behind closed doors on a subject that affects more than 144 million users is detrimental to positive growth, no matter what the particular topic of discussion happens to be. This is no different. In this case, the ICANN is supposed to govern the domain name system in the best interest of the public. If this is not done anyone can dictate the outcome of end-users having a presence on the internet or participating in its growth. In doing so it would inevitably result in total anarchy across the network. I am a registrant of .com domains and that being said, I do not know of anyone, other than Verisign, wanting increases in the already established .COM prices. The current rates are already far more than justified. Why is it that this is even a consideration? Allowing these transactions to proceed forward will create a completely unnecessary barrier for those individuals who already have or want to have an online presence. Additionally, I have yet to see any kind of supporting evidence that implementing this amendment would lead to investments in the infrastructure or any positive effects for the end-user. In these times where an open internet is already under threat and the cost of doing business is escalating globally already, I sincerely hope you reconsider and stop these proceedings from moving forward. The most recent agreement to allow Verisign to increase its wholesale price for .com TLDs is completely unreasonable. As far as I can tell, there are no additional costs which could justify this increase. There are no additional services provided to TLD lessees, and there has been no appreciable increase in Verisign's operational costs. Based on the agreement as proposed, the price for domains could increase by as much as 100% over just the next decade, with all of that money going directly into Verisign shareholder pockets. This is nothing more than oligarchical cronyism, pure and simple. Owners of .com TLDs are not just Facebooks and Googles. I own a personal .com TLD for my personal business as an independent contractor and artist. Any increase in costs--even modest ones--makes a real difference in my bottom line. Domain name resellers will have to pass that cost on to me, the consumer. I insist that ICANN rescind this agreement as it exists today and begin public negotiations. Maybe I am crazy to own so many? But, I see this as a way to combat the instability of SEO making it easy for clients to find me. I hope in your decision process you consider the "little" guy ;) Any increase in domain fees would dramatically impact my business and ability to help people. One final point, if you want to increase the fees for domain brokers or people who have held onto a domain without it even pointing to a real website or offering the URL for sale on GoDaddy, etc... even if it is pointed to a domain then I believe that should be a consideration. I also believe that current technology can "vet" this idea to tax or increase the fees for those who are in the business of selling domains because that is their choice to be in that business. Hello, I believe this new initiative to increase prices on .com TDL is disastrous for the domain owners and very clearly Verisign Inc. I operate several hundred domains on behalf of my clients and I can say without hesitation that most .com domain owners will simply move away from .com TDL. That will cost Verisign Inc.'s revenue potential as well as sending a wrong message to generations to come. If there is a clear reason for such increase in price at the rate being discussed, I believe consumers have the right to know why and what for. $20 million being funded to ICANN also doesn't explain anything about what the ICANN is planning to do with the fund. This initiative is being seen with great skepticism from consumers world wide and .com domain operators, just because of the lack of transparency. Without it, there will be significant backlash and lack of trust in the future. There will be no reasons anymore to buy .com domains, since there are plenty others available. Regards, T.P.

To Whom It May Concern: Affordable .COM domain registration is important to modern Americans who are increasingly expected to promote themselves online for employment and to control their own image and information. It is already difficult enough for the poor to readily and regularly access the internet due to financial barriers. Wage growth is relatively flat and costs of living are rising out of sight. The proposed changes are not in the public interest, and if more people were informed about them in plain language, I am confident that the vast majority would be stringently against Amendment 3. The proposed changes also do not reflect significant offerings of more or better services - just the desire to seize an opportunity to increase costs. Please do not support Amendment 3. Hello, As a small business owner, it is already hard enough to keep up with the many expenses that are required to run a business. By increasing the price of .com domains, you are making it even more difficult for me and thousands of others to keep their businesses running and thriving. This is a decision that should be made based on the voices of millions of .com domain owners and not just a few money-hungry individuals. You WILL lose business as business owners are forced to close their businesses because of increased pricing. I have several .com domain names. I am a private person who is funding these sites with my own money. I am striving to make good quality websites for the world to enjoy. It will put undue hardship on me and my budding business if the wholesale rate of the .com is allowed to increase annually or even 4 of 6 years. I tried to prepay for my domain names to get the best prices but since there is a 10 year cap I was prevented from taking full advantage of the current price. I have seen other domain names already being sold for double digits. It would be very sad to make the .com TLD also go up in price and force the little guy like me to have to dig really deep in to our pockets to fund VeriSign Inc.’s billion dollar industry. I feel Verisign will be quite capable of continuing operations on the 500 million they have been netting. I don’t feel I need to give them a raise from my 500 cent pocket! Hello, I would just like to weigh in on the proposed amendment by saying that allowing Verisign to raise fees of 7% year on year for the period 2020-2023, and again from 2026-2029. Although Verisign has pledged to provide ICANN with $20 million, there is a complete lack of transparency of how the money will be used, and furthermore, how much Verisign will stand to profit from the exchange in return. In essence, as a .com domain name holder, I see absolutely no benefit to this plan at all. Don't get me wrong, I have no problem with fees increasing to keep pace with inflation, support innovation, and to benefit the internet community. However, the 7% price hike is not aligned with inflation (being over 3.5 times the 2019 US inflation rate of 1.81%), nor, as mentioned before, any clear reason for the hike. Unfortunately, the only clear outcome I can see for this move is negative press, and decreased confidence of the internet community in general in ICANN's position and capability to independently and competently manage the domain names for which it is currently responsible. This loss of confidence would be a serious loss for the internet community as a whole, and most certainly outweigh any short-term benefits gained from the $20 million promised by Verisign. The Internet belongs to everyone, It shouldn't be a tool for monopoly companies to make money, we should have the right to own domain names freely. Imagine how ridiculous it would be for everyone to pay for a name management agency in the future for their children's name? I'm just an average Internet user. I just hope that this borderless realm has less collusion. Thank you.

As a small business owner who maintains my own website, I am deeply concerned about the proposed price increases on .com domains. If prices continue to increase unchecked, this TLD — generally regarded as the most recognizable and desirable — will inevitably become unaffordable to everyone but large, wealthy companies. Large companies, especially tech giants like Google and Amazon, already exert an outsize influence on the web, which already threatens its ideal of an open, level, equal-access network. Considering how many previous negative comments were ignored, I fully expect this one to be ignored as well. However, randomly raising prices in an opaque process that is nothing more than a cash grab and futile attempt to go back to the bad old days of having a single entity controlling .com (and other) domains is a great way to guarantee eventual government legislation and possibly even oversight, to protect consumer's rights and the Internet at large, so you should reconsider your current schemes to raise prices with no obvious benefit to anyone besides ICANN and Verisign. - L.
