I'm writing this to express my dissatisfaction at the news involving ICANN's decision to not only drastically increase the prices for .com registrations, but also for the obviously greedy deals being struck for millions of dollars without any accountability whatsoever. It's already ridiculous enough that that the price is where it's at, just to register ownership of a simple website address. The fact that other domain extensions are almost astronomical in price is even crazier. However, increasing .com registrations, which make up nearly half of all domains, is nothing short of greed as it is both unnecessary and useless for everyone -- except the greedy pockets of those who don't have to do anything apart from collect the overpriced fees. If you keep pushing people then they will demand more intervention, which would bring about more legislative or even legal actions. Is this what you're trying to accomplish? Get off the side of greed for once and be an organization for the people. Self-serving, greedy systems like this are outdated and need to expire. Thanks for your time. -Brandon

I am hearing that verisign has a somewhat of a lock on .com domains as a wholesaler and will be raising prices significantly over the next decade. It seems no matter what registrar I go to I am still stuck with the native wholesale pricing. Once we lock into a domain name we are somewhat stuck as we develop significant internet weights. Specifically as a consumer we can have hundreds of logins that use emails as a login value let alone an email address. In addition many many vendors use these emails as a two factor validation method. This makes it very difficult to leave your domain to another domain such as .info. Hello, I wish to voice my objections to the raising of registration fees paid to Verisign for .com domain registrations. The 7% per year for 4 year fee increases are well above the rate of inflation and does not reflect the costs associated with running a domain registration business. It is ICANN's job to protect domain registrants from abuses of Verisign's monopoly position. In this instance it appears that ICANN is instead an enabler of Verisigns abuses. I find it very interesting that closed door deals occur for pricing on domain names with zero input. Then, late in the game, pybluc commenting is opened. The fact of the matter is that TLDs should be much cheaper than they are now. You are basically selling vaporware. A string of bits in an electronic world. Keep the pricing where it is. Cut your costs. By the way, what are the costs? What makes up your overhead?

Hi, I am concerned about this amendment to the Registry Agreement because it will affect any individual who would like their own .COM domain name. Surely no big corporations will object to the proposed increases as they earn money off their domain name. However, this is going to have a significant negative impact for starters, local ONGs or foundations and small businesses that would see this as a burden as well as individual users out there that have purchased their own domain name and are using it for personal use, not commercial use. I am dismayed to learn of the closed-door deal between ICANN and Verisign that will lead to significant .com price increases over the next decade. I am not against extra funding for data infrastructure improvements, but there needs to be much more transparency about the terms of the deal since it will affect so many small businesses and individuals. From what is visible to the general public, this deal looks like a conflict of interest bordering on corrupt practices. Prove me wrong by making the decision between ICANN and Verisign transparent, open to public scrutiny, and ACCOUNTABLE to the millions it will affect.

I am taking this time to email you with four significant concerns I have with your Verisign Contract : *1. Price Increases* Verisign will be allowed to increase the wholesale price to registrars for .COM domains by 7% each year in 2020, 2021, 2022, and 2023. After a two year “freeze”, Verisign can increase prices by 7% annually during 2026-2029, then another two year “freeze”. This cycle will continue, meaning that within 10 years, .COM domains could cost approximately 70% more than the current wholesale price of $7.85 — and the sky is the limit. It is not clear how much of these price increases registrars will pass along to consumers, but it is likely that most of these increases will be paid by domain name registrants. The contract does allow for other price increases for certain extraordinary situations, so it is possible prices could increase more than anticipated. *2. ICANN Will Receive an Extra $20 Million* With the contract changes, Verisign agreed to pay ICANN an additional $20 million dollars over five years to support ICANN’s initiatives regarding the security and stability of the domain name system. There is no explanation why Verisign did this, how ICANN will spend the money, or who will ensure that the funds are properly spent. *3. Verisign Can Operate as a Domain Registrar* ICANN also had rules that the operator of a TLD could not operate a domain name registrar. Although in 2012 ICANN allowed operators of new gTLDs to have domain name registrars, it did not apply to Verisign. The new contract will allow Verisign to operate its own registrar, except for selling .COM domain names itself. To circumvent this, it is also possible that Verisign could act as a reseller of .COM domains, through another registrar. This result is that the company that controls almost 80% of the registrar pricing for domain names will compete directly with all domain registrars, maximizing its control of domain name pricing to the detriment of other competing registrars. While this might result in lower prices to consumers, fewer registrars will harm competition, choice, and domain name services. Verisign’s registrar could also use its dominant position to charge higher prices to consumers, while at the same time raising registrar prices. *4. ICANN Ignored Previous Comments* As detailed on Standing Up to ICANN to Keep Domain Prices in Check and pricecaps.org, over 3,500 comments were submitted in support of price controls for the .ORG, .INFO, and .BIZ TLDs. Only six comments supported removing price controls. ICANN discounted the comments that were in favor of maintaining price caps. A number of the comments were submitted using an online tool, which caused the comments to be discounted as “spam” by the ICANN Ombudsman. ICANN removed the price caps, primarily relying upon a biased preliminary analysis from 2009 by an economics professor that did not reference any data. These changes will have a significant impact on the Internet for years to come, and only ICANN and Verisign have participated in this decision. This is not right! I'm so tired of all of this, we've got .org now owned by a venture capital firm instead of a non-profit and a bunch of other absolutely stupid and unforgivable moves being made in the TLD space. Stop it. The '.com' is what many think of when they think 'domain name' and making it even less accessible is the wrong move, its already frustrating enough that that VeriSign administrates this and '.net', important parts of internet domain infrastructure. NO, don't increase the cost, throw out this agreement, nobody wants it but VeriSign and to be frank nobody wants VeriSign to administrate this TLD anyways.

Hello, I am writing to voice my opposition to Proposed Amendment 3. Despite there clearly being potential financial gains to be had by raising the registration fee on .com domains, the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement are verisign itself, at the expense of the public. While price hikes such as this likely won't mean much to the larger business concerns that buy in bulk, it will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. At worst, this could prove yet another point of pressure that convinces a small business to make their online presence exclusively in the Facebook walled garden and eschew the web itself. ICANN Amendment Comment - I have been a registrant of multiple .com domain names over the last 20+ years, and would like to continue to use this TLD for business and personal uses due to its ubiquity and strong public understanding. I am strongly against the proposed price increase of .com domains. While this is in Verisign's best interest, it would have negative consequences for everyone else. The current rate of $7.85 already provides a generous amount of overhead vs. the minimal fee to process .com registrations. ICANN is not under direct government control, yet still wields great power equivalent of that which only government run organizations possess. This should provide even more incentive to operate the domain name system in the public interest. I believe that this proposal goes against the very nature of an open Internet by working exclusively with Verisign. ICANN should also be politically neutral and not roll back an agreement due to the fact that it was created under a different political party's administration. I would very much like to see an itemized cost list where you justify the raising of the prices of domains. How is the money being used, why do you need more? This decision comes across as a greedy one....you might take this as an opportunity to explain your case and perhaps get some more people on your side. Hello. I would like to voice my opinion with concern to the 3rd amendment. My reasoning behind this opinion is that websites are at the core of the internet, bringing everything together. The current price tag of around 7 dollars as it stands allows me, as a student, to create websites for school projects. Increasing this price tag can only benefit Verisign and in turn causes damages for small business owners. I believe every type of commerce should be able to create a website, including the small startups which could later increase significantly. For the reasons mentioned above, I oppose to this ammendment.

Hello, I am writing to voice my opposition to Proposed Amendment 3. Despite there clearly being potential financial gains to be had by raising the registration fee on .com domains, the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement are verisign itself, at the expense of the public. While price hikes such as this likely won't mean much to the larger business concerns that buy in bulk, it will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. At worst, this could prove yet another point of pressure that convinces a small business to make their online presence exclusively in the Facebook walled garden and eschew the web itself.
