One of our few reprieves is that getting a website and domain name is cheap and relatively easy with the right tools. Startups and new businesses under 5 years old create 99% of net new jobs in the USA, yet entrepreneurship is on a decline, and every year, more regulations and challenges come up that make starting a business more difficult. A free internet and easy access to domain names is essential to starting a business. You people are looking to make the Internet another rich only and deep pockets organization only playground. The Internet itself was created by the US government for the People and for research and development, and while commerce has bloomed, this should not be now just for the sole exploitation by private companies to gouge and make more money off our backs. "Verisign will be allowed to increase the wholesale price to registrars for .COM domains by 7% each year in 2020, 2021, 2022, and 2023. After a two year “freeze”, Verisign can increase prices by 7% annually during 2026-2029, then another two year “freeze”. This cycle will continue, meaning that within 10 years, .COM domains could cost approximately 70% more than the current wholesale price of $7.85 " This is crazy, heavy handed, greedy, totally uncalled for, and UNACCEPTABLE! "ICANN also had rules that the operator of a TLD could not operate a domain name registrar. Although in 2012 ICANN allowed operators of new gTLDs to have domain name registrars, it did not apply to Verisign. The new contract will allow Verisign to operate its own registrar, except for selling .COM domain names itself. To circumvent this, it is also possible that Verisign could act as a reseller of .COM domains, through another registrar. This result is that the company that controls almost 80% of the registrar pricing for domain names will compete directly with all domain registrars, maximizing its control of domain name pricing to the detriment of other competing registrars. While this might result in lower prices to consumers, fewer registrars will harm competition, choice, and domain name services. " Can you say MONOPOLY??? We'll be forced to call on politicians to get involved, and they'll LOVE the opportunity. You won't be able to hide behind the Trump Administration forever. Only six comments supported removing price controls. ICANN discounted the comments that were in favor of maintaining price caps. A number of the comments were submitted using an online tool, which caused the comments to be discounted as “spam” by the ICANN Ombudsman. ICANN removed the price caps, primarily relying upon a biased preliminary analysis from 2009 by an economics professor that did not reference any data. " HOW DARE YOU IGNORE NEGATIVE COMMENTS!!! I oppose Amendment 3 to the .COM Registry Agreement. Any price increase to .COM pricing is a financial burden on me. I have several personal domains and since they have or had email, I have to keep the domain essentially forever. I'm absolutely distraught over the pricing of "premiere domains", so often I end up getting a .COM domain and if those prices go up, then I have to get a .XYZ domain because it'll be the only TLD that I can afford. NO MORE BEHIND CLOSED DOOR DECISIONS! Verisign is making far too much money on domain owners as it is. I PROTEST THAT: Verisign will be allowed to increase the wholesale price to registrars for .COM domains every year for 8 out of the next 10 years, and the increases don't stop there. I PROTEST THAT: Alongside these contract changes, Verisign agreed to pay ICANN an additional $20 million dollars over five years to support ICANN's domain name system initiatives, without any clarity about how ICANN will spend the money, or who will ensure that the funds are properly spent on domain infrastructure. We should start an initiative to find out who it is in ICANN that is wanting to funnel more money to Verisign and clear out the ICANN swamp.

Hello, I would like to voice my opposition to Proposed Amendment 3. I believe that the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement are verisign itself, at the expense of the public. These price hikes will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. Further, this could prove yet another point of pressure that convinces a small business to make their online presence exclusively in the Facebook walled garden and eschew the web itself. The web, and global DNS, were envisioned to be run for the public good, and they SHOULD be run for the public good. Deals such as this are an abdication of that mandate; short sighted profit chasing at the expense of all else. Please do not adopt this proposal.

I am, personally and through several businesses, a registrant of multiple .com domain names. When does the corporate greed end? With ICANN being the only provider for their services - we, the public, are beholden to them much like a monopoly. I would like to see where price increases are going - what services are being improved and generally, what is the justification for continuous incremental price hikes? I do not see how Verisign has any business dictating prices anyway - they provide no value in the domain registration process - they are simply a manager of the .COM registry. Hello, I oppose amendment 3, it seems totally unnecessary to the continued usage of .com and especially with the lack of details, only exists to enrich Verisign. The cost would certainly be felt by other web tinkers like me and would likely result in many small websites with their own small piece of internet history going off-line as the owner may not be able to justify the new costs. If .COM is changing to be enforced for commercial usage, I ask that at a MINIMUM the existing .COM domains are grandfathered into the old pricing. However for the lowest barrier to entry to enter the internet and create websites in a time where large corporations control a large part of the internet I believe the pricing should NOT change.

As an owner of more than a few .com domains, I object to the further monetisation of this long-standing TLD. The openness & freedoms of the Internet are being eroded from numerous directions already and ICANN should consider the effects further price hikes on .com domains will have on this. An increase in the price I pay for my domain name will most definitely have a negative impact on my business. I'm sure many other small businesses are in the same position. Hello, I oppose Amendment 3 to the .COM Registry Agreement. I would like to express great discontentment about the recent backdoor deals ICANN made with Verisign to remove the cap for .com domains registrations. As the owner of several .com domains and as a small business owner, I can attest that the choices you make affect us all. What you settled for with Verisign is no more than a bribe. I truly hope that there is no filtering software or big data logistics tools "reading" this. These comments deserve human attention, because that is who your choices are hurting-- humans and small business owners all over the world. This is shameful. Please return to the service that you've sworn to and discontinue accepting bribes from companies. We cannot afford your avarice. Sincerely, Jarika Johnson

To whom it may concern, I wish to object to the potential cost changes proposed to your agreements regarding .com fees. Firstly, that these secretive closed-door agreements must stop and instead that you engage in open-door and transparent negotiations. We the public also wish to understand important areas of these agreements such as how you intend to spend the increased revenue, you plan to ensure that the funds are properly spent on domain infrastructure and who will oversee that process. Allowing Verisign to increase the fee for .com domains nearly 70% over 10 years is terrible for the internet at large. I operate a number of .com domains for various purposes and those increases will make it unsustainable to operate the domains I use. I believe price increases should be allowed, but only at a fraction of what has been proposed. -- Laura Heninger

It will hurt small players and discourage users from creating the wild a quirky internet content we all enjoy. With a 50% net margin (compared to ex Facebook's 26%) I doesn't seem to me that the increase is necessary. This seems like an scam where we, the supposed beneficiaries of the service you provide, get no clear benefit while you make an obscure agreement with a big company for money with no guarantee for us, while opening the door to the need of spend much more money to own a domain, wich will impact to all small businesses.

This is a slippery slope, which could very well end in ICANN's losing oversight, given the already mounting controversy. Remember that in the end the customer is boss. Increasing these prices can damage to the entrepreneurial atmosphere. From our end, this price hike seems unnecessary, especially if the funds aren't going to anything to improve the future of the internet. I understand that increasing the wholesale price is probably intended to affect the wholesalers only, perhaps even designed to prevent the wholesalers from profiteering on the domains that they've purchased in order to artificially raise the price of said domains, but being realistic, the consumers will probably take the largest hit from this change no matter how you hash it. Not only does this limit access to those who wish to have a stake in the web world, it is detrimental to the integrity of business on the internet as a whole. If this truly is an attempt to "widen" the market, in that, more domain registries were to open up as a result of this change, where the existing registrars can no longer afford near as many domains in bulk in which to profit off of, my fear as specified is that the consumer is impacted the most. There are many small/medium sized businesses who own many domains for each of their own products who will be affected in ways disproportionate to the existing registrars. The businesses targeted by this motive would still come out on top... It is as if a utility bill were suddenly and perpetually raised, while its funds were not used to improve its infrastructure. This sweetheart deal between ICANN and Verisign should NOT be approved. In fact, the manner and type of deal created should be enough to remove Verisign from the .com registry completely (except as a reseller), and further restrictions be put on ICANN to reduce the likelihood of deals like this. To who it may concern, I find the upcoming changes in the new deal between Verisign and ICANN is wrong. A big decision like this, which will affect millions of internet users- including small businesses and non-profits, should not be up to only two companies to decide. The internet consumers, both users and the industry as a whole, should be considered in important deals like this. In many countries there are competion rules that wouldnt allow near monopolies like this being created. Please listen and respect the rest of us users and keep important deals like this transparent and open for input from all users of the net. We are one world. Lets work together and.
