I DO want transparency about how this came to be, how much money is being paid out, and where the extra money will go.

I DO want accountability for a transparent process...

And if that means inundating congress to control a process with a lack of transparency and accountability, then that is what needs to be done.

It's unfortunate, and it is necessary.
