I understand the need for money to support ICANN infrastructure, but I do not agree with your proposed amendment. There are certainly better ways to better support the organization without pushing this heavy cost unto customers. Internet addresses should not be hard to obtain, or so expensive as to prevent experimentation and entrepreneurship.
