Hello,

I am strongly against Proposed Amendment 3.

The price increases for .COM domains are excessive, especially because they can perpetually increase on a 6 year cycle. A corporation might have no problem paying registration and renewal fees, or could afford to lock-in their wholesale price for 10 years, but a small business owner will rarely have that luxury.

It is also concerning that Verisign will give $20 million dollars to ICANN with little explanation of how the money will be spent, and no mention of any regulatory oversight to ensure the funds are not mishandled.

In closing, Proposed Amendment 3 does not benefit nor protect the public -- only the organizations directly involved in the proposal. It should not be adopted.

Sincerely,
Gwen Mullinix
