It is totally unacceptable for icann to go behind the backs of customers and in private make a deal that affects everyone. It deserves at least public debate and negotiations. I as a small business owner cant afford hefty price increases when i am just starting out and have to income to pay these increases. A periodic increase is one thing but being able to do that over a decade i unacceptable.
