To whom it may concern,

I am submitting these comments as an objection to the proposed changes concerning management of the .com top-level domain. The process by which the changes to the .COM  Registry Agreement were debated and agreed to is opaque. I have no insight into the justification for the potentially onerous fee increases that Verisign will be permitted to make under the proposed agreement. In addition, there is a lack of clarity about the $20 million dollar payment to be made by Verisign to ICANN, how that money will be spent, and how to ensure accountability to the people affected by these changes.

The proposed changes to the .COM Registry Agreement should not be adopted without significant additional public input.

Sincerely,

Roger Neate
