ICANN should explain in detail what it will do with the $20 Million it will receive from Verisign, how those funds will be apportioned and what measures will be put in place to assure that the funds are not misused. The planned price increase should be frozen until those plans and safeguards are made public and opened for comment.

If ICANN cannot or will not make its plans for the funds public, then the proposed 7% annual price increase on the .COM TLD would amount to an extortion racket bilking the general public and registrants.
