This needs to be done with transparency, not behind closed doors and without the money earmarked for anything.  Verisign has been known to vastly overcharge everyone for domains and certs, this 20 million behind closed doors feels like a bribe.  Why not open it up to bidding by other companies?  What is justifying these prices increases? If anything domain names should get cheaper.
