To Whom It May Concern @ ICANN - I'm opposed to the proposed change to increase prices for .COM domains as well as opposed to giving Verisign even more control over the DNS ecosystem. You're entitled to propose such changes, but since they concern a shared and public utility, such decisions should also be discussed and made with the affected constituents. The least you can do is publicly provide details on how that money will be spent and how Verisign's increased control will be restricted to prevent a monopoly.
