In reading the proposed amendment, two obvious "why"s are left unaddressed:
1. Why is only Verisign contributing U.S. $20 million dollars? Why isn't the (increased) burden of supporting ICANN shared among all registrars?
2. ICANN has always been tasked to preserve and enhance the security, stability and resiliency of the DNS. What has changed? Why is the additional funding needed now?

Without this information, the proposal looks like a monopolistic plan agreed to without public participation to increase revenue without justification for what the additional revenue will be used for.
