Hello,

The increase being proposed is a clear and viable threat to small businesses 31% is high considering most companies will not see growth at this rate, I understand the costs of doing and costs increase but 31% is high especially when you add the cost increases of rent,computer systems,lights,heat and wages to name a few, the cost of starting and running a business is very expensive.  

I would suggest a 5% increase and 15% total after 3 years is more in line.
