I think this proposal goes into to wrong way because it will end in an increase of fees to the registrars and then to the customers.
Some statistics show it might increase cost to up to 70% in the next 10 years. 
.com is a great way to make the internet safer as it a great solution to spot serious domains and websites. Almost every big company is using a .com which means more security and less scams.
If the fee increase, more and more people will start using less common extensions and this will make the web unsafe because scammers will be harder to spot and unfair because big companies will still own .com domains and small companies will look unsafe because they made a choice based on this wrond decision.
Icann does a great job and need money to run its operations but this is not a great way to do it. Keep .Com low so you will keep the web Fair and secure.
I don't believe I could afford. Com domains anymore if it raise too much and I don't think I'm the only one.
