I oppose parts of your proposed Amendment 3. Specially:

I believe the allowance of a 7% price increase annually is bad policy. There is no requirement that the increase matches any increases in cost. You are offering free money to Verizon. Compounding the annual increases over a 10-year period would greatly increase the costs of basic registration to many struggling businesses and individuals while providing an unearned windfall profits for Version.
Verizon should not allowed to be a registrar. Having a competitor run the system is a very stupid idea.
