I am opposed to the proposed rule change because I believe it will increase the costs of domain ownership with no real plan for the proceeds. An additional $20m to ICANN without a plan for domain security in an unnecessary fee increase on all internet users. Additionally, the language allowing Verisign to also serve as a registrar is unprecedented. The company that controls a vast majority of the pricing shouldn't be able to compete with other registrars for business. 

Please do not accept this rule change.
