Verisign paying ICANN $20MM, without any clarity about how ICANN will spend the money, or who will ensure that the funds are properly spent on domain infrastructure, is simply a poorly veiled attempt to increase its profits at the expense of thousands of owners of .COM domain names -- quite simply it's the classic case of abusing monopoly power.
