Ladies and Gentlemen: Amendment 3 is inappropriate and unacceptable for an organization chartered to serve the public. At best, a payment on the part of Verisign to ICANN that then results in the increase of .COM registration fees creates the appearance of a conflict of interest. The relationship between a for-profit entity (Verisign) and non-profit (ICANN) must be transparent, and this certainly isn't. Over time, implementation of the proposal would effectively shut out the small businesses relying on a reasonably-priced registration system. Do not adopt this proposal. Regards, David Black
