Hi The new proposition looks like missed the "bottom up" principle of ICANN, it comes from nowhere while may bring significant change in the pricing of .COM domains. The only beneficiary of such an agreement is “Verisign” - a commercial company. If there are any need of money for improving some parts of the internet like DNS, it can be discussed publicly first, with the broad community.
