This is a bad deal, we don't want expensive .com domains just because icann has no accountability and decided to screw users to take a mere 20M USD .. you should prepare a much more strict contract with VeriSign. Of course that's too much too ask since icann is not a private company and it doesn't really care if the money is fair for a deal...
