Business Constituency (BC) comment on Draft PTI FY21-24 Strategic Plan

Below and attached is the comment of ICANN’s Business Constituency (BC) regarding the Draft PTI FY21-24 Strategic Plan. The BC appreciates the opportunity to comment on the draft PTI Strategic Plan FY21-24 and we thank the team that put the document together. It is a well-crafted document aimed at aligning PTI operations with the ICANN FY21-25 Strategic Plan and ensuring that PTI focuses on its mandate as the operator of the IANA function of ICANN. Our specific comments and questions on the draft: 1. As with the draft ICANN Strategic Plan FY21-25 for Africa, we would suggest that the Introduction/Background also include a brief description of lessons learnt working with the preceding Interim Strategic Plan introduced after the successful IANA Stewardship Transition of 2016. We would be most interested in lessons learnt with implications for the next four years. 2. Considering that ICANN Strategic Plan FY21-25 is a five-year plan, why is the draft PTI Strategic Plan constrained to four years - one year short of the Plan its aligns with? Perhaps an explanation of the rationale could be provided. 3. Has the impact of COVID-19 Pandemic been factored into the Strategic Plan? If not, we recommend that this be done for a holistic view on the PTI operational horizon. 4. We observe that risks are listed against each strategy with no corresponding mitigating measures outlined. We recommend that mitigation strategies be included. 5. The PTI strengths and weaknesses are not described. We recommend this be included as it would be relevant in assessing appropriateness of the scope of the strategies themselves and gauging PTI’s capacity to implement. After a careful assessment, we believe that the Plan is relevant and coherent, and it meets the community's expectations. We commend the PTI team for making it concise and easy to grasp. We would like to suggest to rephrase the PTI's objectives by replacing the verbs with nouns to better distinguish the objectives from the actions and means to achieve them. Comments re Draft PTI FY21-24 Strategic Plan

Dear PTI, Thank you for the opportunity to submit comments and hence make an input, hopefully constructive, to your strategic plan. The Caribbean Telecommunications Union is an observer member of the GAC and I am currently the GAC liaison member on ICANN's Customer Standing Committee which reviews PTI's operational performance. The comments below were raised in the May 14 webinar where PTI presented the draft strategic plan but are also formally submitted here for consideration. 1. The time horizon of FY21-FY24 is different from ICANN org's FY21-FY25 and PTI actually has a target stated in their plan to harmonise time horizons with ICANN org. It is understood that PTI's bylaws specify "a four-year strategic plan" but nothing prevents PTI from addressing ICANN's FY25 requirements within PTI's current draft plan while pursuing harmonisation of ICANN's and PTI's strategic planning horizons for the next planning cycle. Some specific statement in this regard is suggested. 2. Risks are listed against each individual strategy but no risk mitigation measures are directly associated with the respective risks. It was noted that many risk mitigation measures might be surmised from the strategic targets listed but clearer reference and relevance could be established in the presentation e.g. by using a tabular format with risks and risk mitigation columns. 3. There is no discussion of PTI strengths and weaknesses, which would be relevant to assessing appropriateness of the scope of the strategies themselves and to gauging PTI's capacity to implement. While addressing this would impact the length of the document, a concise presentation is warranted in order to confirm the relevance and scope of the major strategies (e.g. showing that weaknesses are being addressed) as well as to give confidence that PTI has or will acquire the capacity to achieve the stated strategic objectives. 4. Notwithstanding not having seen a statement of strengths and weaknesses, the major strategic thrusts of trust, security, service delivery, operational excellence and governance otherwise seem appropriate and reasonably well addressed but should also be referenced to some SWOT findings. Thanks again for the opportunity to comment. We hope that this strategic plan when completed provides the blueprint that ensures PTI's continued excellent performance in the coming years.
