Some considerations on the proposal to the "ICANN Fellowship Program" A fraternal greeting to all, in relation to the "ICANN Fellowship Program" the first thing we must say is that without the ICANN Scholarship program it would be impossible to participate in the ICANN meetings. I have noted after attending two opportunities as a fellow, that it is equally or more important to participate in a face-to-face meeting, it is participation that occurs remotely through calls, mailing lists, on the wiki, with comments or proposals to the documents under discussion in the Support Committees or work groups and although it may not have a direct impact on the work papers, participation through Social Networks, whose contribution to communication and / or external dissemination is not can deny The proposal establishes selection criteria that privilege the experience, previous verifiable knowledge, the verification of the contributions of that experience and that these have been applied in the heart of their community of origin, this should have the highest consideration, considering the achievements obtained against the resources or the support received by the applicant. I propose to take into account the asymmetries, not only economic of the country of the applicant, we must be able to consider the condition of the applicant, for a principle of equality in access to the opportunity to be a scholarship holder. Another criterion that asks the applicant to demonstrate that they have the knowledge that makes them eligible, but is contradictory, when they want to be a scholarship holder to obtain that knowledge and experience, for this reason it is vital to expand the opportunities to access the training. follow -as so far- with the improvements to the e-learnig platform, for example, permanently maintain the course for coach (you will not always be in a face-to-face meeting). The fellow who returned must state what his work was during his time of absence to the face-to-face meeting, and previously inform in the selection process what his work proposal will be now that he returns. It is vital to establish a scale with minimum parameters, which ensure not only the participation in work groups within the different support committees by the fellow who returns or wishes to apply for the times allowed, or of the candidates eligible to "coach", but that such participation is effective and adds real value with their contributions, for this it is necessary to have a verifiable metric. For example; the postulate can contribute to the selection process, a systematization of their work in their country, community or organization of origin, as well as their participation in the calls, mailing lists or wiki within the committees, sub-committees, working groups , this participation must be relevant and be framed in the mission and objectives of ICANN. It is suggested that as part of the follow-up process to the fellow, once selected and prior to the meeting, not only the webinars on the Internet ecosystem (governance), the ICANN mission, the development of policies, but also the Familiarize yourself with the culture of ICANN around the value of consensus, respect, argument, respectful discussion, that is, adopt a code of conduct that privileges the best resolution of conflicts, this will help to advance in a harmonious way the relationships of voluntary work and collaborative in the community. It is suggested to differentiate the number of times a person is allowed to apply as a fellow (up to three times), in relation to whether he does it as a coach, I think he should have the same number of opportunities. Dear PDP Team, I was Fellow for ICANN60 & ICANN62 and quite satisfied with the program, also post fellowship, I did several ICANN Outreach Programs and capacity building activities in my region by my own. By seeing the current proposal it seems like I am reading a Job Description. So much emphasize on Pre/Post fellowship activities giving feel like Fellows don’t have other jobs to do. I can understand ICANN is expecting something in return from a Fellow this is quite reasonable at ICANN’s end, but at the same time ICANN should think eventually a Fellow is a volunteer, they have day jobs too. I have following recommendations: - Current criteria of Selecting Fellow is fine, in addition to this we can add , a candidate should have prior experience of promoting or participating in any kind of Internet Governance activities. This will show genuine interest of the candidate. Candidate can submit photos or videos of such activity for reference. - For ICANN Fellow Alumni there should be stricter criteria than newcomers, for second or third Fellowship candidates have to submit proof of post fellowship activities in the form of photos, videos or appreciation certificate from a reputed organization. - There should be strict total number of fellowships allowed for an individual, that is 3 currently, but this should be followed strictly. - Selection process should be more transparent; Selection committee should publish the list of all candidates who have applied for the Fellowship with candidate’s Name, Region, Stakeholder group and one line brief intro. - After announcement of fellowship, Fellowship team should reach them in a particular time frame to check whether they got their VISA or not, in ICANN62 Fellowship there were many selected fellows who didn’t come because of delay or refusal in Visa. If any selected Fellow does not get Visa in stipulated time frame then that seat should be given to other deserving candidate. I feel less strictness should not be the reason for the Fellow not taking further interest or part in ICANN activities. If you assign good coach, follow systematic approach to train them and there should be regular follow-ups by the assigned coach. It will definitely increase the percentage of fellow taking more interest and increased participation in ICANN activities. Response to Proposal of the New Fellowship Program Approach As a returning fellow, when I reviewed the proposal, some parts seemed somewhat unrealistic and overambitious. Firstly, the amount of engagement required at the policy development level as a first-time fellow and even for returning fellows, seems to me to assume that fellows have no life outside of ICANN. I have found that it takes time to integrate and begin to provide meaningful contribution after participating at only one or two meetings. More importantly, it appears that the way the proposal is worded, meaningful contribution can only take place within an approved SO/AC structure. >From my own experience, I believe it is possible to advance the mandate of ICANN at the community level by continuing to focus in the area where the participant has knowledge, reach and a level of comfort. As a returning fellow, it can be very intimidating to contribute on working group conference calls or discussion lists. I have found some to be downright disrespectful and as a result have kept my contribution to a minimal. While I encourage participation in the SO/AC constituencies, there is a role for the Global Stakeholder relationship teams to continue to work with and steer the fellows through the maze of the ICANN organization. It would be a mistake to apply too much pressure too early strictly for the sake of achieving specific metrics. It is important to remember, that fellow, like the rest of the stakeholder community are volunteers and may have full lives outside of ICANN, but see the importance of the work of ICANN and are offering themselves to provide support. There are those who would be ready to contribute, but there are also those who would need nurturing, but have true long term potential. Every effort should be made to identify the stage of engagement that the fellow feels comfortable. The terms of engagement for the fellow should not push the person away for contributing, but its main goal should be to encourage collaboration and comradery. Finally, the committee structure should include an independent non-SO/AC member similar to the NomCom. I think this would bring some balance to the structure.
