Dear ICANN, The removal of the price cap provisions on the .info gTLD is an egregious error. The only reasoning given is that it allows the Registry Operators to make more money, treating them equitably with newer gTLDs. Given that operating costs for gTLDs have gone down over time, and that there is nothing restricting an entity registering .org domains from also registering new gTLDs, this makes no sense. If anything the 10% per year price increase should be removed, and a permanent cap set, or one tied to global inflation. 10% is more than enough. The only people who will benefit are stakeholders in companies, while the people who actually create the internet that ICANN is a steward of will be hurt. It is a breach of trust and a failure of duty to do so. It also makes one wonder who ICANN is truly trying to help, and weakens the position that they should ever have been given control. At least the U.S., for all they’re capitalist whoring, didn’t open up owners and potential owners of .info domains to corporate abuse. Nate O’Flaherty IT Manager Phoenix Flow Control

As a info domain holder, I would like to see the cap remain. Limiting price increases provides long term stability to the market and to the domain name system itself. I do agree that the cap should be set above expected inflation levels. At 10% per year, 5-8% above inflation, the registrar can still increase rates significantly over time to respond to market changes.

At its best, the internet can still provide the medium for individuals and small groups of people to turn unique ideas into successful businesses. Unlimited domain registration fee increases are bad for business, will stifle innovation, and will only serve the interests of a few giant corporations. Say no to unlimited fee increases.

Allowing an uncapped increase in domain price will have the effect of lowering shared human knowledge. People will not renew urls or not even buy in the first place because they can not plan for future costs. Please keep the 10% annual cap. Sent from my Huawei Mobile

I would encourage ICANN to reconsider allowing unlimited fee increases for .INFO domains. .INFO domains are regularly used by individuals and organizations for non-profit purposes to provide (shock! horror!) "information" to the general public about a person, product, place, thing, or service. It costs next to nothing to maintain the registration for a domain since registrations are simply records in a database. Unlimited fee increases are nothing more than a cash-grab for an industry with high margins and low expenses and for an industry that increasingly provides no added value other than simply "existing". I remember the days when registering a domain required filling out a template and Emailing Network Solutions, then mailing in a check for $70 ($35 per year, minimum of 2 years) and I welcomed the industry changes that brought automation that ultimately lowered the costs for everybody. This renewal proposal does not include the 10% maximum year over year increase in registration fees found in previous registry agreements. This limit should remain in effect. Inflation of the US dollar has been substantially less than 10% for 38 years and it is extremely unlikely for it to increase above 10% in any circumstance other than economic collapse. It would therefore be impossible to classify a price increase >10% as anything other than pure rent-seeking. ICANN is ultimately accountable to the Internet community and has a moral obligation to place that community above domain registrars. ICANN is therefore duty-bound to oppose rent-seeking by the domain registrars. This is absolutely critical to protect the creativity and innovation that the Internet contributes to our modern society.

To Quote: “This change will not only allow the .info renewal agreement to better conform with the base registry agreement, but also takes into consideration the maturation of the domain name market and the goal of treating the Registry Operator equitably with operators of new gTLDs and other legacy gTLDs utilizing the base registry agreement.” I don[t believe there should be ANY requirement that the .info agreement “conform” to the base registry agreement. Would that be the case, why not simply remove ALL specific agreements? There is a reason to deviate for different gTLDs. Each country code has their own restrictions they put on the use of certain gTLDs. Should we remove that? Should we treat .xxx the same as .edu? Please, no. What this is, in effect, is a catering to the greed of domain registry operators. The internet was designed for the public good. Granted, industry did a lot to further the use of the internet, and I have no problem with allowing .com to charge an insane amount of money for a domain (though I appreciate that I don’t pay through the nose for my domains). But .info is . . . different. .info is an information construct. Should we allow domain registry operators to charge the same for institutional operators as the chess club? Do we want to see a proliferation of supposedly “fair" pricing plans that really just mean that companies running registries can maximize their profit at the expense of . . . well, everyone? I mean, the Googles and Apples of the world can still snap up any and all domain names they want, and it won’t even cost them the INTEREST on their cash holdings. But the difference between $10/year and, say, $100/year, well, that is the difference between having a presence on the internet, and just using Twitter to tell people things. Perhaps ICANN really does want the internet to be the domain of 5-6 special companies, who, of course, only have our best interests at heart. Don’t be the greedy people you are tempted to become. I think fee caps for ALL domains make sense. I’m not suggesting there shouldn’t be some way for registrars to recoup the cost of what they’re doing. But most of the registrars simply resell their “service” to other companies that tack on those moneymaking add-ons that people who aren’t familiar with internet services both want and need. But for the chess clubs, the book clubs, the collectors clubs, and all the other groups interesting in promoting their interests and providing “info“. . . let’s not make it possible for greedy corporations to bilk people. Running a registry should be a non-profit operations, in my opinion. But since I can’t have that, can I at least have the regulation that keeps things useful, affordable, and reasonable? Thank you.
