Section 5.1 paragraph 1 (page 9) notes that SLDs can include a variety of code points not allowed in TLDs -- for example digits.   These were not considered when identifying variants for TLDs.  How will variants involving these code points be identified?  (As an example, the digit 1 (Unicode 0031) is a homoglyph of the Latin Small Letter L (Unicode 006C) in many fonts.)
