The Maximal Starting Repertoire – MSR-5 Overview and Rationale (https://www.icann.org/en/system/files/files/msr-5-overview-06apr21-en.pdf ), Section 5.7.5 (page 27}, says “U+01C0 and U+01C1 are indistinguishable from the punctuation marks U+007C and U+2016 in certain user interface fonts…” and are therefore excluded from MSR. Yet the MSR-5 (I’m looking at the HTML version here: https://www.icann.org/sites/default/files/packages/lgr/msr/msr-5-wle-rules-06apr21-en.html) currently includes the Latin Small Letter L (U+006C, which also meets this criteria for exclusion). Since this symbol has been part of the Domain Name System from the beginning (e.g. .mil), it obviously must remain grandfathered in to the MSR. But there should be some indication that this exception has been made.
