Ladies and Gentlemen of ICANN, I strongly oppose the proposal allowing unlimited fee increases for .org domain names. Uncapped increases will make it financially unsustainable for small organizations and nonprofits to maintain their web pretense. When websites shutter, and web content is lost everyone loses. Furthermore, if price caps are removed for .org, it would set a precedent for .com and .net TLDs as well, fueling more price hikes. Such could quickly result in millions of domains becoming out of reach for small groups and individuals. In public interest, please do not eliminate the cap on fees for .org. Shawn Albert

My agency registers TLD’s on behalf of our clients. Until yesterday, I didn’t understand why .org TLD registrations were higher than most others, and didn’t know how to ask the question or of whom. All I knew is that it didn’t make sense for TLD’s intended for not-for-profit organizations to incur significantly higher registration costs, given that they are not for profit. Now, I am informed about why .org fees are higher and I think it is not ethical and should be illegal. The idea that ICANN would remove price controls from a registry that is essentially a monopoly is unconscionable. Of all the organizations that rely on their internet presence, non-profits can least afford unpredictable, skyrocketing registration and renewal fees. I urge the decision makers at ICANN to abandon any ideas of turning PIR loose to charge whatever punitive fees they want without consequence. Dear ICANN, I think .org domain costs are already too high. Contrary to some opinions, I can tell you most non-profits scrape by on what they can fund-raise. Most perform great community services which build jobs, provides cultural connections for future generations and takes up the slack from declining support from government. While the aims and goals of PIR are all well and good, they need to find a way to raise funds other than off the backs of the small charitable organizations that can ill afford the kind of price hikes we have seen in the last few years. The overwhelming majority of .org domain holders are NOT cash-flush businesses but non-profits or other similar structures and associations. This seems to be solving a problem that doesn’t need fixing – already a 10% increase allowance outpaces inflation, and it’s not like the domain registrars are going bankrupt over their market limitations. The administration of the internet is a global public utility without competition, and as such should not be deregulated to allow monopoly forces to take control. Please do the right thing and keep the price caps in place. Thank you! Ken Meyers

To whom it may concern: I am a domain name registrant. Legacy gTLDs are fundamentally different from for-profit new gTLDs and should be treated that way. Legacy TLDs are what the internet was built on. They are essentially a public trust. They are very different than new gTLDs which were created, bought and paid for by private parties. Registrants of these legacy extensions should be entitled to price predictability & stability. Advancements in technology should be driving the cost of operating a registry down, yet prices keep going up? Removing price caps is unfair to the millions of domain registrants. They will have no price protections. Every registrant will be at the complete mercy and whims of the registry. This could result in a transfer of funds from millions of non-profits to one non-profit, with no benefits to the domain registrants. ICANN is supposed to represent a "bottom up, consensus-driven multistakeholder model". ICANN should not unilaterally impose URS in legacy TLDs when that issue is precisely what is being examined by the volunteer ICANN Working Group who has been mandated to review this issue. ICANN should be looking out for the .org registrants, in particular the non-profits. There is no "public benefit" justification to these changes. It is just a handout to business at the expense of registrants’ rights and protections. Where are the protections for the millions of domain registrants that this could effect in a negative way? These changes would give way too much power to the registry. This is not acceptable for a "public benefit" organization that exists to represent many stakeholders. Yours sincerely, Pieter Degroote

Why in the world would you let a company potentially run up the price on a TLD that is bought primarily by nonprofits!? Why would you take the price restrictions away for orgs that are not for profit? This makes no sense and I hope you keep the cap just like .com TLDs. With regard to this provision: Pricing for Domain Name Registrations and Registry Services (Section 2.10 of the .org renewal agreement): In alignment with the base registry agreement, the price cap provisions in the current .org agreement, which limited the price of registrations and allowable price increases for registrations, are removed from the .org renewal agreement. I respectfully disagree with this change as it opens the .org domain market to large price increases. .org domains are used commonly by non-profits and other organizations that are not profit focused. Keeping prices reasonable for domain names means all customers would be able to afford to register domain names for hosting their critical web services. Keeping price increases inline with inflation and normal price indices seems to be more in line with the intent of the web as an open platform for all, not just those with money. Already there are people and organizations buying up domains solely to resell them for a profit. This move would only exacerbate that problem by starting the prices at a higher base.
