To whom it may concern: ICANN does not seem to recognize the difference between a legacy extension created with the support of the US government, that predates the existence of ICANN and that has millions of existing users and the brand new extensions that started off with a new set of rules, in particular no price controls, and no existing registrants. They have completely different characteristics, history, and ownership structure. It is not acceptable for ICANN to ignore these differences and to propose that they be treated the same. Removing price caps is not fair to .org domain owners. Many of them have websites that they have used for years. If price caps are removed, the cost to renew their domain names may become too expensive, and they could be forced to give up websites that are important to them. The Uniform Rapid Suspension policy is too new and untested to apply on domain names that may be 20 years old or more. With the URS, the domain names could be taken down in a matter of days with little notice. ICANN should be doing more to protect owners of .org domain names. Why is ICANN trying to remove price protections for .org domain owners, so many of which are non-profits, so that they can be overcharged for their domain names? To whom it may concern: As someone in the nonprofit community who relies on being able to use the Internet for a large portion of my work, I strongly object to raising domain registry fees with no annual cap. This is inequitable and will put websites beyond the reach of many who are doing essential work in the public interest. Please leave the current 10% annual maximum on raising fees in place. Regarding the proposed lifting of price protection for .org domain name registrations and renewals, this will harm non-profit organizations, one of the primary categories of intended users of this TLD. Allowing unlimited profit-taking on registrations for non-profits is simply unjustified and wrong.

I am a .org registrant and a not-for-profit or non-profit organization. ICANN staff should not unilaterally impose URS in legacy TLDs when that issue is precisely what is being examined by the volunteer ICANN Working Group who has been mandated to review this issue. ICANN policy making is supposed to be a ‘bottom up, multi-stakeholder model’. I believe that legacy gTLDs are fundamentally different from for-profit new gTLDs. Legacy TLDs are essentially a public trust, unlike new gTLDs which were created, bought and paid for by private interests. Registrants of legacy TLDs are entitled to price stability and predictability, and should not be subject to price increases with no maximums. Unlike new gTLDs, registrants of legacy TLDs registered their names and made their online presence on legacy TLDs on the basis that price caps would continue to exist. Unrestrained price increases on the millions of .org registrants who are not-for-profits or non-profits would be unfair to them. Unchecked price increases have the potential to result in hundreds of millions of dollars being transferred from these organizations to one non-profit, the Internet Society, with .org registrants receiving no benefit in return. ICANN should not allow one non-profit nearly unlimited access to the funds of other non-profits. ICANN appears to be entirely catering to registries by removing price caps. I am a .org registrant and am already suffering from annual price increases to maintain my domain. I am now told ICANN plans to remove price caps from legacy TLDs, of which the .org domain is one in which I have a stake. ICANN appears to be taking a shift in the direction of an "open market" on TLDs, which is fine for those who put out the funding to develop them, but .com, .org, and so forth, are not like these new TLDs. Further, maintaining reasonable pricing of the new TLDs is dependent upon stability in the historic TLDs. The reason for this disruptive idea is unclear ... the justification offered is weak and frankly makes it sound to me like collusion with people who stand to make a lot of money. I suggest you nip that impression in the bud by acting like a public servant to those who use the internet to further the betterment of mankind, and continue to hold all extant TLDs to modest price adjustments ... preferably less than the unjustified 10% currently in effect. To Whom It May Concern: I am opposed to the removal of the ORG domain name price cap. ICANN has a public responsibility to impose limits on the use of their de facto monopoly. ICANN'S abrogating of that responsibility would give the Public Interest Registry free rein to charge any amount they wished. In the past few hundred years, we have seen in the United States the stranglehold that monopolies in the oil, coal, railroad and communication companies have had on this nation. We have seen how difficult it is to dismantle such a power structure once it is in place. Please do not create another unlimited monopoly by removing the ORG domain name price cap.
