Dear ICANN, I am a domain name registrant. Legacy gTLDs are fundamentally different from for-profit new gTLDs and should be treated that way. Legacy TLDs are what the internet was built on. They are essentially a public trust. They are very different than new gTLDs which were created, bought and paid for by private parties. Registrants of these legacy extensions should be entitled to price predictability & stability. Advancements in technology should be driving the cost of operating a registry down, yet prices keep going up? Removing price caps is unfair to the millions of domain registrants. They will have no price protections. Every registrant will be at the complete mercy and whims of the registry. This could result in a transfer of funds from millions of non-profits to one non-profit, with no benefits to the domain registrants. ICANN is supposed to represent a "bottom up, consensus-driven multistakeholder model". ICANN should not unilaterally impose URS in legacy TLDs when that issue is precisely what is being examined by the volunteer ICANN Working Group who has been mandated to review this issue. ICANN should be looking out for the .org registrants, in particular the non-profits. There is no "public benefit" justification to these changes. It is just a handout to business at the expense of registrants’ rights and protections. Where are the protections for the millions of domain registrants that this could effect in a negative way? These changes would give way too much power to the registry. This is not acceptable for a "public benefit" organization that exists to represent many stakeholders.

Greetings, I would like to express my concern with the proposal to allow unrestricted price increases of .org domains. These domains are used by non-profits and individuals such as myself to have a presence and voice on the internet. If we are priced out of these domains, the diversity and freedom of the the internet will suffer. Please do not allow that to happen. Regards, James Gealy

Dear ICANN I would like to comment that the unlimited fee increase for .org domain names will make it much harder for non-profits, educational organizations, places of worship, and smaller organizations to purchase and use a domain name. This goes against the very core of the purpose behind the internet and I hope you will not take this action. Look, I get it, that nice rep from the wholesale buyer is super friendly. You like them, you think maybe you'd be friends outside of work. They bought you lunch that one time, and met with you to tell you how annoying the price caps are. Couldn't you change that rule buddy? Friend? Please don't do this. Don't listen to the super nice and super friendly words of your super charming *salesperson*. We're the people who will suffer for this, the ones who don't have the time and money to show up, meet with you, buy you lunch or take you out to sporting events. We can't guilt you through time-honored "but aren't we friends!?" sales tactics. We're too busy earning a living to lobby you. This is a cash grab. It's going to hurt domain owners. In the sea of "stuff" on the Internet, .org organizations are the shining beacons of light sharing hope with their communities and the world at large. Removing the limitations on pricing of the .org domains will affect smaller non-profits most drastically. It stands to greatly increase costs that could drive smaller non-profits to shutter their website and move strictly to a social media solution such as Facebook, Instagram or Twitter. That would be a shame. Giving these "for profit" corporations control of non-profit charities stands to filter the message of organizations working to improve life on a local level. Please don’t let .org prices increase any more. 10% increase every year is ridiculous enough. This hurts nonprofits and not for profits, as well as long-term .org domain owners seeking to renew all TLDs for their trademark. I will drop all of my .org domains if price cap is released and increases become astronomical. Sent from my iPhone

To whom, Removing the price rise caps (not even price caps!) from the .org represents a threat to all non-profit and public-interest group (like the church I serve). Presently we pay a nominal fee to retain use of our church’s domain name, enabling people to locate us easily on the ’net. Leaving that fee open to unconstrained rises threatens our ability to retain use of that name and discourages us from investing our meager resources into services associated with that name. My DNS server does all the heavy lifting, translating the domain name to an IP address. All my registrar has to do is to remember that we are the legitimate owners of the name. Even charging a yearly fee for that task is a bit ludicrous. Raising that fee, in an era of dropping computing costs and increased task automation, seems deeply unfair. Raising that fee in an unconstrained fashion is capitalism run amok. Registrars already charge my organization rent for a name the we coined. If the registrar operator can’t turn a tidy profit from my fees, then what is needed is a more competent operator, not higher fees. Please act in the public interest, and in the interest of a more vibrant Internet, rather than in the interest of low-value rent-seeking commercial entities. Thank you for your consideration. Thank you for the opportunity to submit a comment. I am a .org registrant. ICANN staff should not unilaterally impose URS in legacy TLDs when that issue is precisely what is being examined by the volunteer ICANN Working Group who has been mandated to review this issue. ICANN policy making is supposed to be a ‘bottom up, multi-stakeholder model’. I believe that legacy gTLDs are fundamentally different from for-profit new gTLDs. Legacy TLDs are essentially a public trust, unlike new gTLDs which were created, bought and paid for by private interests. Registrants of legacy TLDs are entitled to price stability and predictability, and should not be subject to price increases with no maximums. Unlike new gTLDs, registrants of legacy TLDs registered their names and made their online presence on legacy TLDs on the basis that price caps would continue to exist. Unrestrained price increases on the millions of .org registrants who are not-for-profits or non-profits would be unfair to them. Unchecked price increases have the potential to result in hundreds of millions of dollars being transferred from these organizations to one non-profit, the Internet Society, with .org registrants receiving no benefit in return. ICANN should not allow one non-profit nearly unlimited access to the funds of other non-profits. ICANN appears to be entirely catering to registries by removing price caps. ICANN should stand up for the public interest and registrants!
