I am a domain name registrant. ICANN staff should not unilaterally impose URS in legacy TLDs when that issue is precisely what is being examined by the volunteer ICANN Working Group who has been mandated to review this issue. ICANN policy making is supposed to be a ‘bottom up, multi-stakeholder model’. I believe that legacy gTLDs are fundamentally different from for-profit new gTLDs. Legacy TLDs are essentially a public trust, unlike new gTLDs which were created, bought and paid for by private interests. Registrants of legacy TLDs are entitled to price stability and predictability, and should not be subject to price increases with no maximums. Unlike new gTLDs, registrants of legacy TLDs registered their names and made their online presence on legacy TLDs on the basis that price caps would continue to exist. Unrestrained price increases on the millions of .org registrants who are not-for-profits or non-profits would be unfair to them. Unchecked price increases have the potential to result in hundreds of millions of dollars being transferred from these organizations to one non-profit, the Internet Society, with .org registrants receiving no benefit in return. ICANN should not allow one non-profit nearly unlimited access to the funds of other non-profits. ICANN appears to be entirely catering to registries by removing price caps. From the ICANN summary: "*Pricing for Domain Name Registrations and Registry Services (Section 2.10 of the .org renewal agreement):* In alignment with the base registry agreement, the price cap provisions in the current .org agreement, which limited the price of registrations and allowable price increases for registrations, are removed from the .org renewal agreement. Protections for existing registrants will remain in place, in line with the base registry agreement. This change will not only allow the .org renewal agreement to better conform with the base registry agreement, but also takes into consideration the maturation of the domain name market and the goal of treating the Registry Operator equitably with registry operators of new gTLDs and other legacy gTLDs utilizing the base registry agreement" Legacy TLDs .com, .net, and .org are truly public resources and, as such, should be treated distinctly from later added TLDs. Registries for these TLDs are providing a service on a limited resource and as such should be considered monopolies for providing that service, as legacy TLD domains registered with those TLDs cannot be easily or inexpensively replaced with a new registration in another TLD. There is NO COMPETITION, and thus costs in legacy TLDs really should be controlled tightly in the public interest. Thus I object strongly to removal of price cap provisions for the renewal of the .org agreement. What would be far better would be for ICANN to propose some sort of competition for registries to service the .org (and this would work well for .com and .net as well) TLD, perhaps hold a sort of reverse auction, where qualified registries would compete to win short-term operation of the .org TLD registry. This would provide TRUE COMPETITION and keep costs down. In all likelihood, costs would decrease significantly from where they are today. If all legacy TLDs were handled this way, perhaps costs would come down closer to the costs the .de country-based TLD registry charges today. DO NOT REMOVE PRICE CAPS. Regarding changes to *Section 2.10 of the .org renewal agreement *to remove caps on fee changes *FEE INCREASES SHOULD CONTINUE TO BE CAPPED* .org domains provide a huge service to our public welfare, and as such they must be protected from profiteering as a special class of TLD. It is in the public interest for knowledge of them and their services to be supported by price controls and greater prices will not, in the case of one TLD necessarily yield better service.. but only better profits. I strongly disagree with the removal of price caps on .org domain, since there are no arguments justifying it. Removing the price cap would expose myself and a global community of non-profits to the risk of quickly-escalating exploitative pricing. If price caps are eliminated, competition will not keep prices in check: there is no competition, one cannot get a .org domain anywhere else. When there is a unique product that cannot be easily substituted for any other, there is no effective competition. In the absence of competition, registrants can be protected from extortionate pricing only through pricing constraints, such as price caps. Regards. -- Luca Olivetti

I am opposed to the proposal that .org registrars should be allowed to charge any amount whatsoever. They are basically being handed a monopoly over a market they did not create, and did nothing to maintain or promote. The cost to administer the domain is literally noise compared to the extremely large number of names supported. Regards, Gary Milliorn

Many small organizations use .org TLDs, both to indicate their status as non-profits, and due to the often higher costs associated with purchasing a recognizable .com TLD. Please do not eliminate the cap on fees for .org TLDs.

Legacy TLDs and especially and particularly .org are essentially a public trust -- unlike new gTLDs which were created, bought and paid for by private interests. Registrants of legacy TLDs are entitled to price stability and predictability, and should not be subject to price increases with no maximums. Unlike new gTLDs, registrants of legacy TLDs registered their names and made their online presence on legacy TLDs on the basis that price caps would continue to exist.
