It's come to my attention that this registry agreement might allow uncontrolled pricing.

If the registry is controlled by a monopoly of power with no competition then it cannot be allowed to operate without regulation.  If this is the case please continue to exercise reasonable regulation of the avoid price gouging or other unnatural outcomes which result from the lack of competition.
