The whole notion of the .org extension is based on not-for-profit organizations being able to differentiate themselves. To imposes higher prices on such organizations is a contradiction in terms. Instead, perhaps you should require organizations to prove their non-profit status either to retain their .org classification or lose it. Or you could charge those who are using it for a profit motive to pay a heavy premium, while making it free to charities and such.
