The org TLD is overwhelmingly used by non-profits and by allowing the rates to be aligned to market value, ICANN may make it significantly more difficult for non-profits to do business on the internet or raise barriers to entry for new non-profits. As a supporter/volunteer/contributor to a number of non-profits, I can assure you that domain registration costs can be problematic for other TLDs used by non-profits.
