It is my understanding that .org was designed for nonprofit organizations. To keep cost low for those who are trying to do good in the world is a honorable thing to do. 

If regulations are going to change, perhaps monitoring what types of services are offered on the different dominions would be better and a fee for incorrect use of a nonprofit domain. 

.org is the only domain that implies non-profit and should be protected from price gouging.
