Unlike other gTLDs, the legacy domain name registries did not have to take a risk to set up their product. It makes no sense to allow unlimited price increases at the registry level in that context, as it’s effectively rent seeking.

.org registrations have traditionally gone to charities, it’s a terrible thing to have unlimited price increases soaking up $$$ that would otherwise go direct to charitable purposes.
